Humanitarian Access and Security Manager at Handicap International – Humanity & Inclusion

Handicap International is changing his name and becomes « Humanity & Inclusion ». HI, Humanity & Inclusion is an independent and impartial aid and development organization with no religious or political affiliations operating in situations of poverty and exclusion, conflict and disaster. We work alongside people with disabilities and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.
Since the organization was first founded in 1982, we have set up development programs in more than 55 countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3500 employees worldwide.

HI have been intervening in Yemen on and off for the last 12 years, with its actions initially focused on development issues, notably through the support to the development of physical and functional rehabilitation services for people with disabilities as well as through the capacity-building of the national networks of Yemen Disabled People’s Organisations (DPOs).

Since 2015, HI interventions have been adapted to the current context of conflict in Yemen. With the support of different donors, HI has been supporting two hospitals and one physical and functional rehabilitation centre in Sana’a City, building the capacities of their key staff in early rehabilitation care and psychological first aid (including specifically for children), supplying rehabilitation equipment, and directly providing functional rehabilitation care and psychosocial support to war affected people (including through the donation of assistive devices and provision of Prosthesis).
In 2019, activities have been extended to Aden with the support of 2 hospitals and 1 Prosthetics center
In 2020, base has been open in Mokha with the support of two Health facilities and in 2021 activities has been launched in Hajjah governorate with the support of one health facility.

In parallel, HI is implementing an inclusion and protection mainstreaming project, to increase the knowledge and capacities of the staff International NGOs in the inclusion of the most vulnerable persons in their humanitarian response (including persons with disability), so as to increase their access to essential services.

HI has worked consistently for over two years to get permission to begin mine risk education in Yemen, and is about to secure authorization to incept MRE/EORE programming, currently being in the process of recruitment and training of staff, as well as the development of SOPs and regulatory guidelines.
In 2022, HI plan is to continue implementing activities in the same area and launched new activities in Hodeida governorate.

DESCRIPTION :

The role of the Humanitarian Access & Security Manager is aimed at helping to ensure the safety and security of HI’s mission staff and goods at all times through ensuring proper risk analysis, security frameworks, tools and protocols in place and at the same time supervising their correct and effective implementation.

The secondary objective is to develop HI’s capacity to analyze, dialogue, and negotiate in order for populations to fully access humanitarian aid.

The position is directly under the Program Director line management.

Missions:

Contributes to the country strategies in line with the global strategies: steers security strategy and functioning through the active promotion of HI’s institutional policy and the optimization of resources

Operational security management: gain a thorough understanding on security issues in the region and develop an effective and efficient security related information collection.

Representation and coordination: represents HI in meetings with humanitarian actors and with local actors when requested by the Program Director

Training and management: provides training and on the job training toward persons who have security responsibilities in the mission

Humanitarian Access: continually analyses the humanitarian context, identifying challenges to access, opportunities for improvement, and key actors

Reporting: provides monthly security sitrep and contribute to monthly mission sitrep

PROFILE SOUGHT :

Experience :

• 2 year managing security or in a position with specific security responsibility

• Security assessment/review experience and analytical and planning skills

• Substantial experience in developing of security management

• Experience of working with INGO and experience of working with teams of people with varying experience of security planning and management

• Previous experience in the Middle East is a strong asset;

Qualification(s):

• Degree in a relevant sector

Skills :

• Considerable and string security planning and implementation work experience gained in the context or field relief operations in insecure areas

• Substantial experience of working in conflict-affected areas and of associated risks to personal and organizational security

• Good written and spoken English is essential

• Arabic is a strong asset.

• 12 months international contract starting on Feb, the 10th, 2022
