What will you be doing?

As the Humanitarian Advocacy and Project Officer you lead CARE Nederland’s policy advocacy for humanitarian action. In this role you are fully committed to the humanitarian principles and the Core Humanitarian Standard. You have a strong interest in improving the collaboration with and increasing the role of local partners through equitable partnerships, in reducing the environmental footprint of humanitarian aid and in addressing the specific effects humanitarian crises have on women and girls in all their variety. In this role you advocate yourself, but also support and coach colleagues from the Humanitarian Action team to advocate. You also work on humanitarian programming by developing proposals and managing contracts.

Advocacy:

  • You follow news, policy developments and processes relevant for humanitarian aid in the Netherlands, in the EU and internationally, in collaboration with colleagues within the CARE advocacy and humanitarian teams.
  • You initiate, coordinate and implement activities to influence humanitarian policy and develop your own network, keeping in mind and propagating the positioning of CARE Nederland.
  • You support colleagues in the Humanitarian Action team in their advocacy efforts, for example around gender in emergencies.
  • You initiate, coordinate and implement advocacy around specific humanitarian contexts in which CARE Nederland is operating, for example Yemen, DRC and South Sudan.
  • You represent CARE Nederland in relevant networks in the Netherlands, including the Dutch Relief Alliance and the Platform for Humanitarian Action, and Europe, and within the CARE International confederation.

Programming:

  • Project development and preparation.
  • Identify and analyse internal and external developments and translate these into project proposals.
  • Contribute to the development of new projects and advise about new project opportunities.

Quality contract and project management:

  • Set up projects in relevant management information systems.
  • Be responsible for the realisation of projects.
  • Monitor, evaluate and analyse project results.
  • Report to and advise management and relevant stakeholders.
  • Monitor and ensure donor compliance.
  • Ensure good donor relation management.

This is a combined position of an Advocacy Officer and Project Manager. This position will be line managed by the Advocacy Coordinator and have approximately 50 percent of the time on advocacy and 50 percent on programming. You are part of the Advocacy team and the Humanitarian Action team and have a functional reporting line to the Humanitarian Action Manager. You coordinate closely with colleagues working on knowledge development and communications, with colleagues within CARE International, and in relevant networks. In the event of a major humanitarian emergency, you may be expected to work outside the normal role profile and be able to vary working hours accordingly.

What do you bring to the table?

  • 5 years relevant experience within advocacy and/or programming, partly within humanitarian contexts.
  • Experience in developing and executing advocacy strategies successfully.
  • Excellent written and verbal communication skills and experience in developing briefing material, talking points and key messages.
  • Experience in organizing online and offline events.
  • Excellent skills in coaching colleagues working on advocacy.
  • Strong political sensitivity and diplomatic skills.
  • Specific knowledge and experience on humanitarian policy.
  • Academic work and thinking level.
  • Familiarity with the Office 365 suite of tools.
  • Excellent knowledge of Dutch and English; French and/or Spanish are an asset.
  • Experience with monitoring and evaluation of advocacy is an asset.
