The Humanitarian Assistance Module (HAM) of the Stabilisation Platform supports the positioning of the Federal Foreign Office’s humanitarian departments in the international humanitarian system. HAM advises on operational issues and on the development, management and implementation of instruments, concepts and strategies to increase the efficiency and effectiveness of German humanitarian aid. The basic prerequisites for these advisory activities are sound humanitarian work experience in crisis and conflict contexts and a profound understanding of the working methods of both international humanitarian organisations and humanitarian non-governmental organisations, which significantly shape the humanitarian system.
Your tasks
- Advising the Federal Foreign Office with technical and implementation expertise in humanitarian aid (if necessary also on site as part of business trips to crisis and conflict contexts)
- Advice on the preparation of statements and contributions on current issues of the humanitarian system with a regional focus on the Middle East, especially Syria, and thematic focuses on food aid and food security, flight and displacement, needs assessment and analysis, access and civil-military coordination
- Contribution to national and international coordination and coordination processes on systemic, strategic and thematic humanitarian tasks
- Support in analysis, data collection and processing to understand crisis contexts and humanitarian dynamics
- Support in the preparation and implementation of thematic training courses, events and the commissioning of experts
- Development of concepts, analyses and research activities on current processes and topics within the framework of the objectives of German humanitarian aid in the international humanitarian system
your profile
- Completed university degree in political science, law, international relations, or a comparable course of study
- Very good knowledge of principle-based humanitarian aid and international humanitarian law as well as knowledge of relevant developments, issues and debates in the international humanitarian system and the German humanitarian landscape
- Mandatory several years of professional experience (at least 10 years) in humanitarian aid in the Middle East, both in project implementation on site in crisis and conflict contexts, as well as in the headquarters of relevant humanitarian organizations and/or donors
- Good knowledge and practical experience in the areas of food assistance and food security, flight and displacement from a humanitarian perspective, needs assessment and analysis as well as humanitarian access and humanitarian/civil-military coordination
- Comprehensive practical (project) experience with projects and funding from the Federal Foreign Office as well as very good knowledge of the principles of funding law and the allocation of funds within the framework of the Federal Budget Code (BHO)
- Profound experience with humanitarian community funds (Country-based Pooled Funds/Central Emergency Response Fund) as well as with the work and implementation of multilateral donor mechanisms and in the United Nations system and humanitarian non-governmental organizations
- Strong analytical and strategic understanding and proven ability to write data and high-quality texts, including those with political content, in a clearly understandable manner and to process them in a highly dynamic context and under considerable time pressure
- Initiative, motivated, goal-oriented working style, team orientation, high level of commitment, confident demeanor and good communication and organizational skills
- Fluent German and English skills; knowledge of Arabic and French is advantageous
