Humanitarian Aid Program Technician ((DRM) At Plan International

The main mission of the position is to ensure the quality of the management and monitoring of Plan International Spain projects in the field of emergency and humanitarian action.

MAIN FUNCTIONS AND RESPONSIBILITIES

• Supervision of the technical and economic execution, including the closure phase, of the projects financed by the Spanish Agency for Development Cooperation (AECID), decentralized cooperation, DG-ECHO, UN, guaranteeing efficient management of quality and in accordance with its formulation, budget and design, and full compliance with donor requirements at the level of reporting (narrative and financial), including audits and evaluations.
• Prepare and supervise technical and financial reports to guarantee compliance with the standards, procedures and models defined internally by Plan International Spain and the different donors.
• Contribute to the preparation of the necessary action plans, risk analysis and identification of mitigation measures to ensure that projects meet the quality standards and norms required by the different donors.
• Work closely with Operations department technicians, including thematic, M&E and formulation specialists to support the development of monitoring, evaluation and learning mechanisms and tools and the development and presentation of new proposals .
• Manage the relationship with donors and participate in working groups (internal and external).

Requirements

• University education in International Relations, Law, Business Administration, Economics or similar.
• Master’s degree or equivalent (MBA), postgraduate degree in specific subjects in the social field: international cooperation, humanitarian action, human rights, children’s rights, etc.
• At least 5 years in project or program departments in NGOs, especially cooperation, with a minimum of 2 years of field experience.
• Demonstrable experience with multilateral and bilateral donors. Previous experience with AECID, EU/ECHO, Development Banks and the UN will be positively valued.
• Demonstrable experience in project cycle management, monitoring and evaluation tools, including donor regulations.
• Experience in the areas of: Humanitarian action (CPiE, EiE, SGVB and/or DRR), Livelihoods for youth and women will be valued; Gender and inclusion.
• Fluent English, other languages ​​​​valuable (French, Italian, Portuguese). • Availability to travel to the field to supervise and monitor projects if deemed necessary.
