The Netherlands Refugee Foundation (Stichting Vluchteling in Dutch, SV) is an emergency relief organization that worldwide supports partner organizations to assist displaced populations. In case of acute need, the Netherlands Refugee Foundation provides funding to international and national partners in order to provide direct assistance, such as shelter, medical care, clean drinking water and sanitation. In the Netherlands, the Refugee Foundation provides information to the Dutch public about the situation of refugees and internally displaced as well as about emergency aid in general. The Netherlands Refugee Foundation (NRF) currently has a diverse and enthusiastic team with around 50 employees, working predominately from The Hague.

The Netherlands Refugee Foundation is launching the ASPIRE programme: “Advancing Sustainable Partnerships to Improve Resilience & Empowerment” which aims to advance the leadership of local and national organizations in Iraq, Lebanon, and Türkiye, through equitable, multi-annual partnerships that focus on the priorities and aspirations of these organizations by integrating streams of organizational capacity strengthening and direct funding. ASPIRE has the following two objectives: 1. Protection of refugees and internally dis-placed persons by in-country partners; and 2. Access to improved services, facilities and information systems for displaced persons and host communities.

The program will be implemented in the three countries simultaneously, during a period of five years where The NRF will prioritize working with community-based, refugee-led, women-led, and small NGOs.

Humanitarian ecosystem mapping & capacity facilitator

We are currently seeking a full time humanitarian ecosystem mapping and capacity facilitator who will be responsible for conducting a civil society ecosystem mapping, including outreach to NGO fora. The main objective of the mapping exercise is to identify specific organizations, in particular organizations excluded from international funding streams. The humanitarian ecosystem mapping and capacity facilitator will also support partners in developing and implementing capacity strengthening plans based on self assessments by selected partners and their self-identified organisational priorities.

The Humanitarian ecosystem mapping & capacity facilitator will be based in Iraq, and will report to a Program Officer based in the Hague, who reports to the Head of Programs and Advocacy. The Programs Team in The Hague currently consists of six program officers, a MEAL officer, a Localisation Advisor, three Medical Advisors working on non-communicable diseases and mental health, a Humanitarian Access Advisor, and two employees working on lobby and advocacy. The overall Programs Team works closely with the Communications, Fundraising and Finance departments.

Main responsibilities:

Mapping humanitarian eco system

  • Conduct mapping of the in-country humanitarian ecosystem, with an emphasis on identifying organizations typically excluded from international funding streams.
  • Organize consultations/participatory learning sessions with in-country partners, once selected, on donor mapping and accessing diversified sources of funding.

Facilitating capacity strengthening and sharing processes

  • Conduct mapping of in-country and regional networks of partners, experts, advisors with expertise on conflict-sensitivity, gender-sensitivity and intersectionality.
  • Facilitate in-country capacity strengthening and sharing workshops with partners to identify partner-specific capacity strengthening and sharing plans.
  • Maintain oversight of partners’ organizational strengths, needs and priorities.
  • Facilitate peer-to-peer workshops with in-country partners to capture lessons learned and facilitate knowledge exchange on the capacity strengthening & sharing process.

Programme coordination support

  • Organize and facilitate in-country workshop with selected partners to detail roles and decision-making powers and responsibilities. Consequently, support in the drafting of Memorandum of Understanding between The Netherlands Refugee Foundation and in-country partners.
  • Support in the organization and facilitation of an in-country risk-sharing workshop with selected in-country partners and relevant stakeholders.

What do we expect from you?

  • At least 4 years of relevant experience in civil society and/or humanitarian sector, with extensive contextual knowledge of the humanitarian ecosystem in North West Iraq.
  • Good command of English and excellent command of Arabic in reading, writing, speaking and understanding.
  • Strong communication and facilitation skills, with the ability to build relationships, facilitate discussions, and promote collaboration among diverse stakeholders.
  • Ability to work independently and as part of a team, with a strong sense of collaboration and a willingness to share knowledge and expertise.
  • Strong commitment to localization and the leadership of in-country organizations, and proven experience in working with in-county organizations.
  • Previous experience with and/or knowledge of conflict-sensitive, gender-sensitive and intersectional approaches is welcomed.
  • Your nationality, or a work permit, permits you to work in Iraq. The Netherlands Refugee Foundation is unfortunately not in the position to apply for a work permit for this position.
  • You are based in North West Iraq with the ability and willingness to travel in-country, when necessary.
