Humanitarian Livelihoods & Economic Programming Advisor At Save the Children

The Opportunity

As a member of the Asia Humanitarian Technical Team (HTT), the Humanitarian Livelihoods and Economic Programming Advisor plays a major role in enabling Save the Children country offices across the region to prepare for and respond to humanitarian crises including rapid and slow onset natural disasters, conflict and protracted emergencies, in line with Country Offices (COs), Regional and SCI global priorities.

The Regional Humanitarian Livelihoods and Economic Programming Advisor will use their in-depth contextual understanding, technical expertise, and relationship building skills, to provide a critical link between the Save the Children’s global and country level technical work, strengthening our technical offer at the regional level. The role will contribute to building capacity and fostering networks across country office technical experts. The role supports regional advocacy, co-ordination and influencing, and contributes to strategic partnerships for new business development. It provides input into the design and implementation of monitoring and evaluation systems to demonstrate impact, while sharing learning across country offices, and ensuring quality of our programmes. The role provides support to the sourcing of technical assistance for country office in emergency programming. This role includes a strong focus on internal coordination and external representation on priority issues including market-based assistance in humanitarian contexts, shock-responsive social protection, youth and women economic empowerment, Household Economy Approach (HEA) and livelihoods resilience building.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Key Responsibilities

Technical Leadership:

  1. Monitor sectoral trends and forecasts in the region, supporting countries to plan, take early action and respond to crises
  2. Assess COs’ capacities on FSL programming, CVA and markets approaches and whenever needed, capacity build, mentor and build networks across CO technical experts in the region; identify top talents, capacity gaps and facilitate opportunities for learning
  3. Facilitate Cross-Country Office learning between technical experts in the region; identify creative ways to share learning, best practices and collectively address challenges
  4. Bridge the Global-County divide by supporting technical experts to understand and contextualise global guidance, learning and evidence and ensure that learning from the region informs our global evidence and strategic direction in Cash & Voucher Assistance, Child Sensitive Social Protection and FSL programming.

Programme Quality in Design & Implementation:

  1. Support Country Offices with the design, proposal development and donor engagement for key strategic programmes and opportunities under FSL/CVA; support Country Offices to develop concepts that can be ‘pitched’ to donors.
  2. Support Country Offices in their implementation and monitoring of key strategic FSL/CVA programmes, to ensure high quality delivery, monitoring and evaluation. Ensure that gender, disability and resilience considerations are reflected in our programme design and implementation.
  3. Promote a Market Systems Strengthening approach as the overarching framework, that supports working in collaboration and partnership with governments and regional bodies, working towards impact, scale and sustainability.
  4. Oversee the design, implementation & monitoring of regional Cash & Market-based and FSL programmes in collaboration with relevant Country Office technical colleagues.
  5. Explore innovative opportunities and trends which could be applied in Cash & Market-based and FSL programming in the region and support country offices to pilot, and document, new or updated tools and guidance, especially with a focus on gender, disability, and resilience.
  6. Lead or support CVA/FSL gender-sensitive needs, rights and capacity assessments in line with sectoral standards, and SC policy and formal accountabilities.
  7. Support programme integration in responses to achieve outcomes for children
  8. Support Emergency preparedness, recovery, and where appropriate response, including country office capability building for humanitarian response, emergency preparedness planning.
  9. Work with country offices to ensure technical quality in preparedness plans and activities; support and/or lead in-country preparedness capacity building and CVA preparedness activities including trainings, market analysis, and feasibility and risk assessments as necessary.
  10. Provide in-country surge support and remote backstopping as needed during humanitarian responses.

External Engagement:

  1. In collaboration with regional New Business Development, contribute to regional strategic partnerships; identify partners and donors to strengthen our FSL and Cash & Markets portfolio in the region.
  2. In collaboration with Advocacy colleagues, influence key regional stakeholders and policy-makers to ensure they reflect the needs of children in the countries where we work, such as the Regional Food Security Cluster; Regional Cash Working Group; Regional CaLP Office.
