Humanitarian Meal Advisor (Stc) At CARE USA

The Humanitarian MEAL Advisor, as part of the Quality, Accountability, Learning, and Innovation unit (QALI), as well as the Response Department will play a crucial role in enhancing monitoring and evaluation (M&E) practices within CARE’s emergency response mission in Gaza. This role involves supporting both the development, improvement and implementation of new and existing M&E practices across emergency projects and programs with a focus on supporting the direct implementation of CARE’s projects and programs and Partners of CARE. Additionally, the specialist will actively engage in MEAL discussions within the global MEAL community.

Furthermore, as a focal point for FAM (Feedback, Accountability, and Measurement) mainstreaming across emergency projects, the Advisor will be responsible for collecting FAM data and ensuring follow-up actions in projects across Gaza. They will also contribute to promoting MEAL learnings and best practices through training sessions and discussions on relevant topics. The Humanitarian MEAL Advisor will work specifically as part of the CARE Response Team with a focus on direct implementation and Partners across Gaza. The Humanitarian Meal Advisor will be required to travel to Gaza on a regular basis to support CARE’s partners.

The Humanitarian MEAL Advisor will be directly involved in the ongoing development of QALI. The role will work to continuously improve the existing MEAL system in general with a specific focus on the following areas: quantitative/qualitative data collection, assessment scheduling and coordination, data analysis and use, and quality monitoring. The Humanitarian MEAL Advisor will ensure that all projects are continually monitored for their effectiveness and appropriateness and the lessons are documented and communicated to inform ongoing implementation and future programming. S/he will guide Programme & MEAL teams in achieving outcome/impact-focused projects in line with CARE’s standards and requirements. S/he will generally coordinate MEAL across the program to ensure a standard level of quality is maintained across the project.

RESPONSIBILITIES:

· Take ownership of the community-based Feedback and Accountability Mechanism (FAM) by regularly following up on beneficiary feedback, including receiving and filing complaints based on pre-established protocols.

QUALIFICATIONS:

  • Bachelors degree in a relevant field (Management, Politics, Economic Development, Public Administration, Business Administration, Developmental Studies, Gender Studies) or combination of relevant education and work experience.
  • Formal training in Monitoring and Evaluation.
  • A minimum of 5 years’ experience working in Monitoring & Evaluation dedicated position.
  • Experience in working with local and/or international organizations.
  • Experience in conducing research, evaluation and/or preparing analytical work.
  • Excellent interpersonal and communications skills.
  • Outstanding organizational skills.
  • Excellent writing and documentation skills in English & Arabic.
  • Experience in data collection and/or monitoring, analysis, and evaluation .
  • Experience with participatory community development tools and methods.
  • Knowledge of MS Office applications, Power BI, SPSS.
