Humanitarian Operations Officer (Ethiopian Nationals Only) At African Initiatives for Relief and Development

The African Initiatives for Relief and Development (AIRD) is a non-political, non-religious and non-profit making NGO with Country Programme Offices in Burkina Faso, Burundi Cameroon, Central African Republic, Chad, Democratic Republic of Congo, Liberia, Niger, Tanzania, and Uganda. AIRD’s objective is to offer operational support, including but not limited to: supply chain, logistics, construction, infrastructure, environment, livelihoods and WASH in partnership with relief and development organizations that focus on disaster-affected and development-oriented areas. AIRD delivers for and through partners including but not limited to UN Agencies, international and national donor organisations and governments.

AIRD is seeking for qualified national personnel for the position of Humanitarian Operations Officer for an upcoming program in Ethiopia.

Purpose of the position

Under the leadership of the Country Programme Director (CPD), the primary focus of the Humanitarian Operations Officer will be to:

  • Provide operational support to AIRD emergency responses in Ethiopia in collaboration with other team members and a wide range of stakeholders, including other humanitarian agencies.
  • Provide technical advice and support to a range of program design and implementation issues in the area of Humanitarian Response to advance the delivery of high-quality programming to the poor and vulnerable communities In Ethiopia.
  • Advise and support to determining how effective, adaptive and innovative AIRD Humanitarian Response programming is in Ethiopia.

This position is initially for six months, and if it proves effective and funding permits then it could be extended for additional years.

Key Responsibilities

  • Provide timely support and oversight to AIRD Ethiopia projects
  • Ensure AIRD Standard Operation Procedures (SOP) are correctly implemented
  • Provide technical solutions to country program teams and partners, remotely and on-site, for strategic planning and how to best apply standards, best practices, partnership principles, and tools, helping to ensure high-quality implementation.
  • Collect and analyse program data, capture and share lessons learned and best practices for specific projects to facilitate improvements in decision-making and contribute to the Humanitarian Operations learning agenda.
  • Contribute to the development of the technical design for proposals by supporting the process of preparation, design and submission of project concepts notes and full proposals.
  • As needed provide support and input in other operations functions such as: logistics, supply chain management–including procurement, warehousing, transportation, cash voucher assistance, fleet, ICT/Telecoms, and security.
  • Support the development and contribute to the implementation of AIRD wide strategies, standards, tools and best practices in Humanitarian Operations that effectively engage partners, donors, and governments.
  • Help ensure a cross-sectoral approach integrating gender, protection mainstreaming, and disaster risk reduction.
  • Ensure a quality partnership between AIRD and target partners and beneficiaries in line with common partnership principles.
  • Work closely with CPD to ensure coordinated, consistent partner strengthening efforts and support timely resolution of partnership challenges via dialogue and support from others, as appropriate.
  • Support preparation and submission of reports
  • Assist with all other tasks as needed to forward emergency operations and programming.

Required Languages

Must be conversant in English, Amharic (written and spoken)

Qualifications and other desirables for the job:

  • Master’s Degree in relevant area for this position (livelihoods, Wash, environment logistics for example) is required.
  • Minimum of 5 years relevant work experience with progressive responsibilities, ideally with an international NGO, with minimum of two years relevant field-based experience in Humanitarian Operations.
  • Knowledge of technical principles and concepts in Humanitarian Response. General knowledge of other related disciplines to ensure proper cross-sectoral approach.
  • Experience in project design and proposal development. Experience in writing technical content for proposals.
  • Knowledge of capacity strengthening best practices.
  • Experience with program monitoring and evaluation and analysis.
  • Experience and skills in networking and relations with donors, peer organizations, and civil society partners. Understanding of partnership principles.
  • Proficient in MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information and budget management systems, knowledge-sharing networks
