Humanitarian Technical Specialist At Christian Blind Mission

To reinforce the Nigeria Country Office Team, CBM is desirous of hiring a Humanitarian Technical Specialist.
The work hours for this position is 40 hours/week.
This position is only filled locally. With contractual conditions of the Nigerian Labour Law. An expatriation is not intended.

These are your responsibilities

Under the direction and guidance of the Country Programme Manager, dotted reporting line to the Country Director and supporting supervision from ERU, the incumbent will carry out the following tasks:

  • Overall coordination of the CBM Country Office humanitarian preparedness and response portfolio, focusing on the humanitarian programme oversight and strategic steer, key humanitarian preparedness activities and definition and support to the design, implementation, monitoring and evaluation of new crisis responses.
  • Coordination of further training Strategy Development & Planning
  • Engage in the Country Strategic Planning processes supporting the definition of a realistic Country Humanitarian Strategy in line with the CBM Federation Strategy and Disability Inclusive Humanitarian Action Strategy.
  • Lead the country situation analysis, including overview of the humanitarian architecture, disaster scenarios/context analysis and stakeholder mapping, and proactively engages in Country Strategic planning process and mid-term reviews.
  • Provide strategic oversight and support to the CO humanitarian team and partners in implementation of a coherent, inclusive and quality inclusive humanitarian programs.
  • Ensure robust inclusive Monitoring, Evaluation, Accountability and Learning (MEAL) frameworks are built in CBM’s humanitarian programming
  • In the event of a new humanitarian crisis, take immediate action for collecting reliable information to verify the nature and extent of the emergency from local partners, government and other humanitarian actors.
  • Lead in determining priorities and an appropriate intervention by CBM and its partners in line with the Country Humanitarian Preparedness Plan and provides a swift recommendation on the intended response.
  • Identify in-country funding opportunities, including external representation and donor liaison, and leads the development of funding proposals and effective set-up of inclusive emergency response and recovery programme strategies.
  • Provide strategic oversight and capacity building support to the CO humanitarian team and project/partner staff.
  • Ensure timely and quality programmatic reporting on CBM’s humanitarian interventions in the country.
  • Identify and address proactively potential challenges and/or risks by working closely with the partners and all relevant stakeholders following the 3-way collaboration modality.
  • Establish and maintain good working relationship with the IHA team and other external stakeholders.
  • Promote CBM’s inclusive humanitarian work at different levels within and outside the country
  • Ensure that adequate humanitarian preparedness measures are taken through the development, updating and implementation of the humanitarian preparedness component of the Country Strategic Plan.
  • As part of the preparedness work, define the where (within the country), when (L1, 2, 3 crisis), how, with whom and niche area/value addition for inclusive humanitarian response.
  • Identify implementing partners for inclusive humanitarian action delivery nationwide and ensures that the CO has pre-positioned partners in high-risk geographic areas with a clearly defined humanitarian package.
  • Carry out mapping of different organizations, networks and alliances that CBM wants to look at influencing and providing technical assistance on disability inclusion (I/NGOs, the UN, donor agencies and the government).
  • Identify like-minded organisations, including OPDs and experts from disability movement, for collaboration for joint influencing and providing technical assistance to mainstream humanitarian actors on disability inclusive humanitarian action.
  • Support readiness of partners to respond based on the sectors they work in, and in line with the niche areas of CBM operation as per the CBM Disability Inclusive Humanitarian Action Initiative Strategy, common agreed approaches, programme standards, tools and processes.
  • Provide direction and guidance to the CO in implementation of the humanitarian preparedness measures, including refining operational and programmatic systems, processes and procedures for a timely and effective crisis response.
  • Identify the capacity development needs of the CO teams and partners including organisations of persons with disabilities in inclusive humanitarian response and facilitates the required capacity building to address the identified gaps.
  • Conduct partner assessments and establishes a monitoring mechanism to measure the impact of the CO and partner capacity building initiatives in inclusive humanitarian action.
  • Induct partners on relevant humanitarian standards and tools (e.g. Core Humanitarian Standard on Quality and Accountability (CHS), Humanitarian Inclusion Standards for Older People and People with Disabilities (HIS), IASC Guidelines on Inclusion of Persons with Disabilities in Humanitarian Action, etc.) through regular trainings and refresher exercises provided either by CBM or jointly with other humanitarian organisations.
  • Contribute towards collective learning within CBM through structured documentation of approaches, good practices and lessons learned on disability inclusion in humanitarian action within country, and dissemination of these learnings as part of the humanitarian community of practice.
  • Build functional relationships, establish and strengthen networks and alliances towards inclusive humanitarian practice in collaboration with the disability movement and likeminded organisations.
  • Represents CBM in key external humanitarian platforms, conferences and meetings as required.

These are your qualifications

  • University degree in humanitarian/development studies, social sciences, disaster risk management or related field.
  • Minimum of five (5) years of proven professional experience in emergency preparedness, response and humanitarian programme management and oversight including in complex humanitarian settings (conflicts, natural disasters, refugee/internal displacement contexts, etc) at a senior management level.
  • At least five (5) years of experience in partnership management, capacity building and delivering humanitarian assistance through national partners.
  • Proven experience of working with variety of stakeholders including UN, INGOs, government and donor agencies, and inter-agency humanitarian coordination.
  • Strong project proposal development skills for institutional donors.
  • Experience in strategic planning and management of large and complex humanitarian programmes and budgets.
  • Demonstrated experience in strategic oversight, coaching and capacity building of program staff, and managing diverse teams.
  • Demonstrated knowledge and experience of practical application of the Sphere standards and their foundational documents (the Humanitarian Charter, the Protection Principles, and the Core Humanitarian Standard).
  • Knowledge of the local humanitarian context and related emerging trends, including policy developments and national, regional and global levels.
