Organisation Background

Founded in 2011, the International NGO Safety Organisation (INSO) is an international non-governmental organisation that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations and training.

INSO provides daily support to more than 1000 NGOs operating in 16 of the world’s most insecure countries.

INSO is headquartered in The Hague, Netherlands- the international city of peace and justice.

INSO Ukraine

INSO Ukraine was established in 2015. Since the escalation of conflict in February 2022, we have rapidly expanded to a full platform serving the needs of NGOs in a fast-evolving conflict. Currently, 200 national and international NGOs receive INSO services. We have offices in in Kyiv, Lviv, Dnipro, and Odesa. As part of INSO Ukraine, you will play a key role in developing impactful services for humanitarian safety and helping aid reach people in need.

INSO is now seeking an experienced professional to join our Ukraine team as the Humanitarian Training Centre Manager.

Job Summary

During 2023, INSO will establish an Humanitarian Training Centre (HTC) in Western Ukraine. The training centre will be a centre of excellence for humanitarian personal safety training. The training centre is a new project of INSO in Ukraine.

As the Humanitarian Training Centre Manager (HTC Manager), you will establish and run the Centre. The main goal of the Centre is to deliver INSOs Hostile Environment Individual Safety Training (HEIST) to aid workers in Ukraine. The project includes the applied on-site collection of best practices & research on learning under stress that will be used to generate open standards for learning and safeguarding in humanitarian safety training.

INSO seeks an experienced project manager responsible for launching and managing the daily operations of the Centre. You will report to the Country Director.

This position is pending donor funding. The anticipated work location is Lviv.

Major Responsibilities

Centre Management

  • Lead the Humanitarian Training Centre (HTC).
  • Manage the Training Manager – HEIST.
  • Support external “learning under stress” experts with INSO Global Training Team.
  • Oversee the integration of research results into the HEIST course.
  • Responsible for the overall Monitoring Evaluation Accountability and Learning (MEAL) process.
  • Communicate with internal and external stakeholders about the HTC.
  • Advocate INSO’s mandate for independence, impartiality, and neutrality.

Implementation and Project Management of the HTC

  • Establish and manage the HTC.
  • Integrate the HTC into INSO Ukraine.
  • Supervise support functions on site; coordinate with relevant teams.
  • Responsible for onsite safety and security.

Requirements

Essential:

  • Graduate-level education in a relevant field or equivalent work experience.
  • Fluency in English.
  • Minimum 2 years of relevant experience as an humanitarian project lead (project manager, project coordinator, etc.)
  • Minimum 2 years of relevant experience in roles requiring complex communication with internal and external stakeholders.
  • Work experience in conflict affected environments.
  • Well-developed networking, organisational and team management skills.
  • Demonstrated understanding of humanitarian principles and practices, including NGO approaches to security.
  • Commitment to humanitarian principles and values.

Nice to Have:

  • Experience leading researchers and experts to produce practical results and outputs.
  • Recent experience in Ukraine.
  • Ukrainian and/or Russian language skills
  • Experience setting up a training centre.
  • Experience delivering HEIST or immersive courses.

Terms & Conditions

12-month contract, €4550 per month salary, 4 calendar days annual leave per month and 3 days of R&R every 3 months with a €250 allowance each R&R cycle, in-country housing provided, global medical insurance (excluding USA) and $200,000 AD&D coverage.
