The Information Counselling and Legal Assistance (ICLA) Project manager in Somali Region will work closely with the Area Programme Manager, the Area Manager, the ICLA Specialist and the national ICLA Manager to develop the ICLA portfolio in Somali Region and provide overall strategic direction and quality assurance of the ICLA programme in Somali Region. He/She represents NRC in relevant external coordination meetings Under the direction of the Area Programme Manager and technical support of the ICLA Specialist and the national ICLA Project Manager. The ICLA project Manager in Somali Regon will mentor, train, and build the technical capacity of ICLA staff in Somali Region and ensure timely and qualitative implementation of ICLA projects under his portfolio. The ICLA Project Manager Somali Region co-lead the sub-Housing Land and Property Working Group (sub-HLP Working Group) in Somali Region with UNHCR Protection Cluster lead in Somali Region, under the technical guidance of the national HLP Working Group Coordinator, The ICLA specialist and the national ICLA project manager.
Responsibilities:
- Identify Somali Region programme priorities, problems, and challenges from an ICLA perspective and adopt a problem solving approach, including in collaboration with other core competencies, the support department, and senior management. He/She supports as well in the identification the country programme priorities, problems, and challenges from an ICLA perspective
- 1. Work with the ICLA Specialist and national ICLA manager to contribute to the ICLA strategy, technical guidance, and Macro LFA for Somali Region.
- Ensure compliance with and adherence to NRC policies, guidance, and procedures.
- Identify trends, technical standards, and donor priorities.
- Follow up on compliance with contractual commitments within ICLA, ensure high technical quality and synergies in project implementation.
- Contribute to fundraising, helping to develop and revise funding proposals, budgets, and donor reports.
- Ensure timely and qualitative implementation of ICLA projects under his/her portfolio
- Provide technical direction and project implementation support, including by mentoring and building the capacity of ICLA staff in Somali Region.
- Manage the budget spending and forecasts
- Ensure that key learnings are extracted from ICLA implementation, and incorporate them in the ICLA programme and staff development processes.
- Manage and supervise the ICLA team in Somali Region
- Provide trainings and build the capacity of technical staff.
- Represent NRC in relevant forums/clusters, including with national authorities and donors and coordinate the HLP Working Group in Somali Region, in coordination with UNHCR and protection cluster
- Prepare the relevant assessments, reports and outcome monitoring assessment and report in coordination with the M&E team in Somali and CO

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:
- Project planning: Area Programme Manager, ICLA Specialist, other Core Competency (CC) Specialists and ICLA Coordinators and/or ICLA Officers.
- Area operations: Area Manager, Area Program Manager, Support Coordinators, HR, Logistics (field office coordinators)
- Staff capacity building: ICLA Specialist and national ICLA Manager
- Implementation: Area Programme Manager, ICLA project coordinator, ICLA team leaders and Officers and other Core Competency Project Coordinators
Context/ Specific skills, knowledge and experience:
- An undergraduate university degree in law is strongly preferred, and a masters degree in international law and/or human rights law will be considered a very strong asset. Other degrees may be considered if the candidate has a sufficiently strong background in protection related work
- At least two years of experience working in an ICLA programme is strongly preferred, including in a leadership role (Project Coordinator); other similar experience from working in a protection or legal assistance implementation position in a humanitarian/recovery context, including the delivery of technical capacity building trainings, will also be considered
- Experience in project management, including supervision of staff and ensuring compliance with internal policies and procedures
- Significant experience in monitoring, evaluation and reporting on project activities, as well as conducting assessments and/or drafting policy reports
- Prior experience of representing an I/NGO, and advocating on behalf of beneficiaries, in public forums (e.g. Protection Cluster/Sector)
- Advanced computer skills, especially in Microsoft Word, Excel, Power Point and Outlook
- Fluency in written and spoken English; fluency in one or more of the languages spoken by one or more of the refugee and/or IDP populations in Ethiopia will be considered a very strong asset

Additional Information:
Duty Station: Jijiga, Ethiopia
Type of Contract: 12 months’ renewable based on funding, performance, and the need for position
Salary: Based upon the NRC grading Scale
Travel: Up to 50% travel within the whole Somali Region, including within Ethiopia to NRCs area offices, as well as some international travel as required
