ICLA Project Manager Mali Gao At Norwegian Refugee Council

Context

The NRC has been present in Mali since 2013 and is currently implementing RRM, education, food security and livelihoods, shelter and Water, Hygiene and Sanitation, protection against violence and information projects. , legal advice and assistance (ICLA) in the central and northern regions of the country. Operational contexts still present significant legal protection needs for vulnerable displaced populations and host communities, in terms of access to civil status documents and rights to housing, land and property. Given the scale of the ICLA program in the country with the provision of services on Housing, Land and Property (LTP) rights, and legal identity, and the development of its new theme on law and employment procedures, NRC Mali is looking for an Information, Advice and Legal Assistance (ICLA) Project Manager who will support field operations. The position is open to nationals only.

Role and Responsibilities:

  • Contribute to the development of national, regional and ICLA strategies, initiate and participate in the development of relevant ICLA projects.
  • Implement ICLA projects in the area concerned and ensure high technical quality in accordance with ICLA Mali strategies and synergies with other NRC key skills (CC).
  • Support the preparation of proposals (technical, financial and narrative aspects) related to ICLA projects in the zone and country office.
  • Develop, manage and monitor budget(s) in accordance with the financial manual and donor requirements in cooperation with the Area Manager and ICLA coordinators.
  • Directly supervise ICLA Coordinators and ensure recruitment of ICLA staff in the area.
  • Provide regular progress reports to the Area Manager and ICLA Specialist, highlighting operational successes and challenges.
  • Ensure that projects target beneficiaries most in need of protection, exploring and evaluating the best ways to help them.
  • Ensure capacity building of project staff and transfer key skills.
  • Represent ICLA in internal and external forums, develop partnerships within the humanitarian community in the North zone and ensure coordination with authorities at the local level.
  • Promote the rights of displaced people in line with the advocacy strategy.
  • Identify and implement appropriate interventions in rural and urban contexts in coordination with other CCs.
  • Comply with and adhere to NRC policies, guidance and procedures
  • Develop approaches and activities that ensure the promotion of the “Do No Harm” principle.

Professional skills for this position:

  • Master’s degrees in law, social sciences, or any other relevant field;
  • Minimum 3 years of experience in project management, preferably related to displacement contexts, in human rights and/or legal assistance;
  • Solid knowledge of humanitarian principles and approaches, human rights, including mainstreaming protection;
  • Prior experience working in complex and unstable contexts;
  • Experience working independently in a results-oriented, multicultural, multitasking environment;
  • Experience working with legal aid and/or human rights programs, with a strong understanding of protection issues and skills related to the responsibilities of the position
  • Experience in managing project and personnel cycles;
  • Excellent command of Microsoft applications;
  • Fluency in French, both written and spoken;
  • Basic knowledge of English;
  • Political and cultural sensitivity and experience working in a context where insecurity is a major problem
  • Proven report writing skills;
  • Demonstrated ability to convey knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods.
