ICLA Specialist South Sudan At Norwegian Refugee Council

As the technical lead, the ICLA Specialist will drive the implementation of ICLA interventions, provide strategic direction and technical leadership to the operational teams. The Specialist is also responsible for overall planning and coordination, including programme design and quality assurance. He/she will also represent NRC in relevant coordination fora.

Generic responsibilities

  1. Develop ICLA strategy, technical guidance and Macro Log Frame Approaches
  2. Compliance with and adherence to NRC policies, guidance and procedures
  3. Contribute to fundraising, develop and revise funding proposal, budgets and donor reports
  4. Line management of the Country Office ICLA team including the HLP AoR Coordination team.
  5. Identify trends technical standards and donor priorities
  6. Follow up on compliance with contractual commitments within the sector, ensure high technical quality and synergies in project implementation
  7. Provide technical direction and project implementation support
  8. Ensure that key learnings are extracted from ICLA implementation, and incorporate them in ICLA implementation and staff development processes
  9. Provide systematic training and build capacity of technical staff

Specific responsibilities

  • Continue to develop and be innovative in legal assistance programmes – including Collaborative Dispute Resolution (CDR) Housing, Land and Property (HLP) and Employment Laws and Procedures (ELP) work.
  • Responsible for monitoring the sector specific situation in the country and initiate relevant assessments to increase scope, respond to emergencies or adapt the programme to the context.
  • To promote the NRC ICLA strategy and its understanding amongst South Sudan staff.
  • To contribute to fundraising, develop and revise funding proposals and budgets.
  • To ensure high quality ICLA project implementation by working closely with the ICLA project managers and project coordinators

Generic professional competencies for this position:

  • Minimum 5 years of experience within technical expertise area in a humanitarian/ recovery context
  • Experience from working in complex and volatile contexts
  • Degree in Law (LLB, LLM);
  • ICLA/Legal Assistance expertise
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal

Context/specific skills, knowledge and experience:

  • Knowledge of the context in South Sudan is an advantage
  • Experience from advocacy work
  • Experience with emergency and recovery work and how to link the responses is an advantage.

Additional Details:

Duty Station: Juba

Travel: 30- 40%

Type of Contract: I year renewable

Salary: Based upon the NRC grading Scale
