one. Objective

This is an exciting opportunity to guide and lead the development and implementation of activities of the Information, Guidance and Legal Assistance ( ICLA ) competition projects, contribute to its positioning and scaling in Mexico. The role of the ICLA team leader is to lead The main themes of work could revolve around information services, guidance and legal assistance for refuge cases and other forms of migratory regularization in Mexico and eventually information and orientation to refuge processes in the United States, management of civil identity documents and access to basic services such as housing, work and education, among others.

2. Main responsibilities

  • Lead the planning, organization, implementation and regular monitoring of the activities of the ICLA projects under their charge in the corresponding localities / offices in accordance with the country strategy, of the ICLA program and ongoing projects.
  • Update / collaborate to build, together with the Programs team, the operating standards for ICLA ( including methodologies and models to provide quality legal services ).
  • Retrofeed, promote and document – together with PDM ICLA and M&E colleagues – technical improvements, good practices, lessons learned and other options for ICLA program development.
  • Collect and provide analysis on the local context situation, needs and response to the population of interest in their geographic areas of intervention, as well as monitoring the development of new legal and legal mechanisms on ICLA issues under its responsibility and on this task, submitting recommendations to PDM ICLA
  • Ensure the technical quality and timely implementation of programmatic activities of ICLA projects under their charge and under the supervision of PDM ICLA.
  • Lead identification missions of the population of interest, and in coordination with the ICLA PDM, approve cases to be supported by the project and follow up to evaluate its impact.
  • Ensure that the team in charge completes the beneficiary and activity databases correctly and on time, as well as the other tools for data collection and monitoring of project programmatic activities.
  • Compile and send in a timely manner the systematization of information related to the programmatic activities of the projects in execution, namely databases of beneficiaries and activities, activity reports, means of verification, etc.
  • In coordination with PDM ICLA and the finance area, carry out systematic monitoring, organized and efficient to the financial expenses of the programmatic activities of the projects in charge and to raise the necessary recommendations in a timely manner to ensure proper management of resources.
  • Identify initiatives in coordination with other organizations that work with NRC’s population of interest in the area and keep PDM ICLA informed about this work.
  • In coordination with PDM ICLA, analyze possible cases of strategic litigation, agree on legal strategies and follow up on them.

3. Professional Competences

Required:

  • Minimum experience of four ( 4 ) years of work in positions of similar responsibility, preferably in the humanitarian field and in the region ( NCA )
  • University degree in Social Sciences (Law, International Relations, Social Work or related ).
  • High adaptive capacities to challenging work environments.
  • Knowledge and proven experience working under the Project Management Cycle.
  • Experience in the provision of information, guidance and legal assistance.
  • Experience working with vulnerable groups and ability to demonstrate sensitivity to conflict.
  • Knowledge of the humanitarian context in the region ( NCA ) and social organization structures.
  • Demonstrable knowledge of international and national regulations associated with human rights issues, forced displacement, international protection, migration regimes, access to civil documentation and basic services in contexts of human mobility.
  • Knowledge and experience in handling the Office package and databases.

Desirable:

  • Knowledge of the State structure, legal regimes on migration and public policies at the regional level ( NCA ) for the care of people in need of international protection.
  • Knowledge of the humanitarian context in the region ( NCA ) and social organization structures.
  • English language management.
