MISSION CONTEXT
The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 13.5 million people are currently affected by the crisis in Syria, including about 6.5 million IDPs, while over 4 million Syrians have sought refuge in neighbouring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Five years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of rehabilitative care and psychosocial support. In hard-to-reach areas and/or areas of new displacement, local populations and IDPs are in need of emergency assistance in terms of food, household essential items, and other basic needs. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern.
HI is managing a remote humanitarian program from three hubs in Jordan, Lebanon and Turkey, along four main pillars:
- Support to health partners (hospitals, care houses, rehabilitation centers, local NGOs) for the provision of comprehensive rehabilitation services (physical rehabilitation, psychosocial support and/or prosthetics and orthotics) through training, technical supervisions and donations of rehabilitation material and/or equipment;
- Provision of basic needs kits – Food baskets, Household Essential Items and Hygiene kits – in one-shot distributions to people who experience a sudden degradation of their living conditions due to renewed conflict, displacement and/or exclusion from humanitarian assistance;
- Education to the risks and effects caused by conventional weapons (including mines, Explosive Remnants of War and Small Arms Light Weapons) and urgent marking of hazardous areas;
- Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response.
The current intervention is based on a mix of remote management of national teams and remote partnerships with local structures and organisations. HI has implemented some direct management programs in the past and is looking for ways to launch more in the coming months.
OBJECTIVES OF THE POSITION
Contribute to define the mission ICT strategy, and ensure its implementation in liaison with the logistics coordinator.
Provide IT technical support and be the main point of contact for all Handicap International IT related issues in WoS mission.

MAIN RESPONSABILITIES
Responsibility 1: Support the Log Coordinator in drafting, editing, implementing and monitoring the Handicap International (HI) ICT procedures and Guidelines
Aim: Ensure that ICT Policy is understood and implemented.
Activities:
- Contribute the draft writing and the update of the ICT Policy, procedures and guidelines for Handicap International WoS mission.
- Ensure that IT procedures and guidelines are respected on the mission level.
- Organize specific trainings/workshops to enhance HI WoS members’ IT skills.
- Ensure that all the IT focal points on the hubs are well trained on those policies and procedures.
Responsibility 2: IT Security management
Aim: Protect HI information and assets from both internal and external threats
Activities:
- Ensure a continuous back-up system of all servers and computers on a country level.
- Ensure an adequate, accurate and secured IT system for premises and offices (Internet connection, data shared storage, Back-up systems, etc.…)
- Maintain local and server based anti-virus software.
- Develop, implement, test and review all the organization’s information security in order to protect information and prevent unauthorized access
- Inform and train users and management in how to adhere to HI global and local security policies.
Responsibility 3: Lead IT Projects
Aim: Develop, test and implement new IT projects in collaboration with HQ IT Unit
Activities:
- Ensure that WoS IT projects are in line with HI IT strategy
- Be the focal point of those projects within HI WoS mission
- Report to line manager and HQ on regular basis about the status of the pilots
Responsibility 4: Software management
Aim: Ensure that all software are up to date and in working order.
Activities:
- Provide software and system troubleshooting and support.
- Install, maintain, troubleshoot, and update operating systems and user applications.
- Proactively schedule software upgrades and patching.
- Assure that all software on HI equipment is licensed and keep record of licenses.
- Track license and support contracts to include notification of renewal timeframe to management
- Provide technical assistance to HI Finance team in configuring NAVISION software.
Responsibility 5: Hardware management
Aim: Ensure the office IT hardware are running smoothly**
Activities:
- Monitor network to ensure network functionality and availability to all system users.
- Install, maintain, troubleshoot, and repair cabled, wireless and other network infrastructure.
- Support existing/new server/s and administer access rights for all users in the office.
- Maintain and configure server(s) firewall (s) / VPN router(s)
- Ensure the availability of the IT common spare parts in the stock.
- Forecast, refill, and manage the IT stock in coordination office.
Responsibility 6: Users training
Aim: Improve users general IT skills and practices
Activities:
- Train new and current employees on computer software and ICT systems, if requested.
- Brief the new employees on all policies related to IT.
- Create materiel and presentations for trainings and reports.
- Assess user capacity and suggest trainings and areas in need of improvement.
- Create/update documentation of processes, procedures, and troubleshooting guides.
- Support the IT focal points of the hubs to solve IT related issues via training, regular meetings, regular field visits etc…
Responsibility 7: Reporting
Aim: Record of needs, achievements and Challenges
Activities:
- Provide monthly narrative for IT related activities
- Analyze and express HI WoS needs in term of equipment, software, operations, etc…
- Along with the logistics monthly report, send the IT report(s) to the Logistics coordinator.
Note that this job description must remain flexible, to respond to additional tasks or changes as identified by line manager.
REQUIREMENTS
Education and experience:
· Bachelor’s degree or higher within information technologies (Microsoft certificated professional or engineer)
· Minimum 3 years of relevant experience within the ICT technical field
Professional & Personal skills:
· Professional knowledge of network technologies and Windows clients
· Experience in handling servers and related access management control
· Good organization skills
· Service minded
Language:
· Fluent in Arabic and English, French is a plus
JOB CONDITIONS
- Starting Salary: 1073JOD
- Travel: 10% to 15%
- Starting date: ASAP**
- Duration/ Type of contract: 6 months renewable – based on a timeline project
