IDB2736 – Director, Treasury at Islamic Development Bank

JOB PURPOSE:

To be responsible for mobilizing necessary capital market resources, maintenance of available liquidity for current and reserved requirements and optimize returns in accordance with Shari’ah principles, and as per IDB applicable policies and guidelines. To manage IDB’s external funding activities, programs and investments of its liquid funds. To ensure sufficient quantum of reserve liquidity to be available at all times to meet the IDB-OCR’s disbursement needs under stress scenarios. Further, to be responsible for managing the IDB’s share capital activities, banking relationships, payments, treasury operations, and settlements activities.

KEY ACCOUNTABILITIES:

General Responsibilities:

  • Reviews and contributes to IDB’s policies related to liquidity, asset and liability management, funding, currency management, hedging practices, and pricing of IDB’s sovereign and non-sovereign operations financing.
  • Contributes to the development of Shari’ah compliant liquidity investment/financing products in addition to Sukuk i.e., trade finance, and other suitable instruments.
  • Participates in studies on treasury related policy issues, evaluates outcome / results and advises IDB’s management on potential actions to be undertaken.
  • Evaluates and monitors IDB treasury products and services, performance, market developments and recommends appropriate actions to IDB’s management including product development.
  • Monitors economic and market trends / developments and anticipates potential impact on IDB’s capacity to mobilize funds from the market and any material changes in IDB’s cost of funds.
  • Leverages IDB’s available assets for potential securitization in order to secure finances at competitive market rates from domestic / capital markets in line with established policies, procedures, and risk parameters, as well as Shari’ah principles.
  • Coordinates with product development on innovative resource mobilization instruments.
  • Reviews and endorses treasury operations and future projections for discussion and approval by IDB’s management.
  • Evaluates, monitors and forecasts the impact of financial policies on IDB’s liquidity position and recommends appropriate actions.
  • Coordinates with Middle Office functions to ensure compliance and adherence with applicable guidelines.
  • Evaluates and monitors front and back office operations, latest developments in accounting, controls and the legal and regulatory environment in which major borrowers and investors operate.
  • Acts as an escalation point and expert on treasury related issues to IDB management, internal and external stakeholders.
  • Provides advice to member countries related to policies and techniques for market borrowings, liquidity investments and structure of Shari’ah compliant funding instruments.
  • Provides IDB management, Asset & Liability Committee (ALCO) and Board of Executive Directors with periodic/ ad-hoc reports on the bank’s liquidity positions including expert advice and recommendations on appropriate strategies/actions.
  • Formulates appropriate procedural policies and internal control frameworks pertaining to treasury operations in line with international standards and best practices to protect IDB from financial abuse, negligence and fraud.
  • Reviews reports and oversees the timely resolution of any issues raised as required.

Leadership Responsibilities:

  • Coordinates the provision of advisory services and technical guidance in matters related to financial control to all IsDB organizational units.
  • Provides motivational and inspirational leadership for the department and communicates to direct reports clear performance expectations.
  • Manages the performance and resources of the department through delegation of responsibility, setting stretch objectives and providing regular feedback on results at a department level, promptly addressing areas of underperformance.
  • Monitors and assesses the skills and capabilities of the department, and determines the actions needed to increase the Department’s impact and resolve capability gaps.
  • Coaches, mentors, and develops the direct reports and the top talent/high potentials in the department.
  • Acts as a role-model to communicate to the department’s staff IsDB’s values and leadership competencies; provides direction and support in times of change.

QUALIFICATON / EXPERIENCE:

Academic and Professional Qualifications:

  • Master’s in Business Administration/ Accounting/ Finance or any related discipline.
  • CPA Charterholder or CFA Charterholder can be considered as an equivalent to Master’s degree in Accounting and Finance.
  • Minimum 13 years of similar experience in similar roles in Multilateral Development Bank or Investment Bank.
  • Minimum 7 years of Managerial experience.
  • To have strong international experience through working in multiple geographical locations.
