Implementation of Quarterly Monitoring and Evaluation Dialogue with EXCO in Ebonyi State-USAID At DAI Global

Specific objectives include the following:

  • Support Ebonyi State Team to implement an M&E Dialogue with the Executive Council
  • Support the Ebonyi State Team to highlight the critical issues and challenges affecting the operationalization and effective implementation of the M&E Policy and Framework
  • Support the State team to increase the EXCO’s understanding of the issues related to effective quarterly fiscal performance, quality procurement reforms, budgeting process, and other State2State’s scope of intervention.
  • Support the state team to orient EXCO members on effective monitoring and evaluation of governance reforms with emphasis on policy and budget making, for improved service delivery in education, health, and WASH sectors.
  • Support the state develop a Monitoring and Evaluation policy implementation roadmap.

Deliverables

  • Onboarding meeting with State2State team to review and agree on the work plan with agreed due dates of outputs delivery.
  • Review of the M&E Framework and Policy for the state and the implementation status.
  • Prepare Agenda and Presentations for the Dialogue
  • Facilitate the Dialogue with support from the Ebonyi State Team and M&E Director.
  • Prepare and submit a draft report of the assignment to the MEL Director through the State Team Lead; and finalization of the report with responses to State2State review comments.

Qualifications and Experience

  • Master’s degree in social science preferably in development planning or social science
  • Postgraduate degree in Governance or development studies would be an added advantage.
  • Sound knowledge of Nigeria Governance processes and developmental planning processes and development plans.
  • Knowledge and experience in designing M&E systems and policies, and- expertise in conducting evaluations in the public sector.
  • At least five (7) years of experience in policy development and M&E.
  • Excellent writing and analytical skills
  • Experience working within the Development agencies and preferably experience in the government system. Good knowledge of international development organization
  • Thorough understanding of and sensitivity to human rights, democracy, gender, and minority issues conflict sensitivity.
  • Expert knowledge of governance, and government processes including service delivery, especially in the S2S priority sectors.
  • Ability to research and conduct interviews.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advanced knowledge of spreadsheet and database packages is required.

Quality Assurance

The Consultant will work under the direct supervision of State2State’s Director M&E. S/he will also report to the State Team Leader on their progress and areas of support, who will monitor the quality of deliverables. The MEL Specialist will be working directly with the consultant in the State in terms of collaboration and coordination.
