1. CONTEXT
1.1. Presentation of the mission and current programs
Première Urgence Internationale (PUI) is a non-governmental organization of international solidarity, non-profit, apolitical and secular. All of its staff mobilizes daily to cover the basic needs of civilian victims put in danger, marginalized or excluded by the effects of natural disasters, wars and/or situations of economic collapse.
PUI has been present in Chad since April 2004, particularly in eastern Chad. PUI’s strategy focuses on an integrated approach to different sectors through programs to support primary health services, sexual and reproductive health, nutrition, and then food security, for the various refugee, displaced, host and returnee communities more recently affected by the conflict in Darfur since April 2023.
The objective of PUI, thanks to funding from the French Development Agency (AFD), is to contribute to improving the health of women, children and adolescents in Ouaddaï.
1.2. Context of project implementation
The results of the survey conducted by PUI in 2020 on the diagnosis of the implementation of the minimum activity package (PMA) in the Health District (DS) of Abéché, capital of the province of Ouaddai, showed that there are many health centers (CS) but that they are unevenly distributed throughout the province.
In order to consolidate the achievements of the MPACOS project while broadening the target audience, PUI and its partner BASE have proposed a new project which is structured around two areas of intervention (i) Improving the provision of maternal health care, SMNI/SSR/FP services and GBV management by strengthening the capacities of health workers and supporting health structures in Abéché and Adré and (ii) Improving the conditions of access to basic health services through community engagement and mobilization of communities and key populations such as young people, men and women’s groups.
1.3 Presentation of the project to be evaluated

- Project objectives:
- Overall objective: The overall objective of this project is to contribute to improving access to quality basic health care for populations in two health districts in the Ouaddaï province, in order to reduce maternal, neonatal and infant-child mortality.
- Specific objective(s):
- Specific objective 1: Improve the provision of maternal health care, SMNIA-N and SSR services by supporting health structures in Abéché and Adré
- Specific objective 2: Improve the conditions of access to basic health services through community engagement

- Result 1 OS1: Beneficiaries have access to quality SMNI-N/SSR care and services in supported health structures
- Result 2 OS1: Trained health workers from supported health structures qualitatively address SMNIA, SSR and GBV issues
- Result 3 OS 1: The health centers rehabilitated and equipped with medicines, materials and medical-technical equipment provide quality SRMNIA services

2. GENERAL INFORMATION ON THE EVALUATION
2.1 Justification for the assessment
In accordance with the commitments made by PUI when signing the contract, PUI must organize an external final evaluation to measure the impacts of the project lasting 30 months. However, in order to inform the donor’s decision-making for a potential new project (phase 2) that will guarantee its continuity, a final evaluation of phase 1 of the project will be carried out to attest to the convincing results, so the recommendations will be integrated as much as possible in the phase 2 project proposal. This financing implies requirements of accountability, transparency and quality on the part of PUI, which must demonstrate the achievement of the expected results and the efficient use of the allocated resources.
2.2 Evaluation methodology
The evaluation must respect the principles of inclusion and participation by involving the beneficiaries and stakeholders of the project; and the evaluation methodology must therefore highlight the necessary provisions that can allow full involvement of the beneficiaries in the collection, analysis of data and formulation of recommendations. The appropriate sampling and survey methods will be described and validated by PUI during a framing meeting with the evaluation team. The entire process must be done in a participatory manner until the organization and facilitation of a workshop for the restitution of provisional results and validation of the evaluation report which will be preceded by the sharing of preliminary results and conclusions.
3. DATES AND SCHEDULE OF THE EVALUATION
The estimated period for implementing the mission is from February to mid-March 2025, i.e. 45 calendar days maximum, including the submission of the final report validated by PUI.
