Incident Management Project Manager Norway At Norwegian Refugee Council

Are you passionate about humanitarian work and would like to lead NRC’s initiative to improve its incident management procedures and systems?

NRC is looking for an experienced and accountable Project Manager with excellent collaboration and stakeholder management skills to lead a Strategic Initiative (SI) on Incident Management.

The aim of the SI is to clarify procedures and workflows for managing all types of incidents and outline the incident management organisation in NRC.

It shall assess reporting and incident management tools, determine the scope, and suggest the technical solution (s) for NRC. This includes determining whether there is a need for one overall technical solution that integrates incident reporting and management, Whistleblowing, and Investigation management or whether there is a need for separate systems that interlink (or not). The SI should also determine whether the current technical solution used by NRC can evolve to fit the requirements or if there is a need to acquire new solution (s). Finally, it should determine reporting needs to ensure oversight of incidents and cases at different levels of the organisation while securing sufficient confidentiality.

What you will do

As the Project Manager you will be overall responsible for leading this work in accordance with the overall project plan. This includes being responsible for content development, follow up and reporting on the project.

You will be accountable to a Steering Committee and act as the main focal point for the entire organisation on the development, represent the organisational needs and perspectives, coordinate with various key informants and perspective users in defining requirements, and interact with a digital team on the technical solution (s).

Some of your specific duties include:

  • Map incident taxonomy (categories), current incident management procedures, gaps and system needs, involving key stakeholders at all levels of the organisation.
  • Develop a detailed project plan with key milestones and deliverables.
  • Outline the incident management organisation and draft standard operational procedure (s) in collaboration with the Working Group and other key stakeholders.
  • Develop Terms of Reference for technical solution development based on initial system requirements and hire digital solution consultancy in collaboration with ICT/D-team.
  • Assess the adequacy of various digital solutions and provide a recommendation on future solutions for NRC.
  • Lead the engagement with all key stakeholders to define requirements, validate, assumptions, and test prototypes during development.
  • Contribute to the design and implementation of the chosen technical solution and its components, including potential hands-on prototyping and testing of features.
  • Develop and implement a communication and change management plan.
  • Ensure adequate and timely communication on the project and act as a focal point for communication with partners, consultants, and service providers.

About you

As our ideal candidate, you will have the following:

  • Minimum 3 years of relevant Project Management experience (such as with PRINCE2 or similar).
  • Skills related to and/or experience in driving organisational change processes.
  • Ability to provide leadership that creates engagement, buy-in and focus on finding solutions.
  • Ability to carry out consultations across complex international organisations and develop strategy/plans.
  • Demonstrated understanding of database systems modelling.
  • Experience in leading IT projects, particularly from a business owner’s perspective is an asset.
  • Excellent interpersonal skills and ability to work in a multi-cultural environment.
  • Result and service-oriented with excellent communication, presentation, and writing skills.
  • Structured and systematic with the ability to plan and prioritize work with tight deadlines.
  • Fluency in English, both written and verbal. French, Arabic, and/or Spanish is an asset.
  • High ethical standards and understanding of data protection and confidentiality requirements
