HI has been operating in Bangladesh since 1997, implementing emergency and development actions aimed at improving the protection, quality of life, and promotion of rights of vulnerable individuals, including people with disabilities. HIs current operations are centered Northern (Kurigram) and Southern parts (Cox Bazar). Currently, HI’s major operation is located in FDMN ( Forcibly Displaced Myanmar National/Rohingya refugee in a) camp in Cox Bazar with 3 field offices; Cox, Ukhiya, and Teknaf. HI- Bangladesh country strategy/startup ( 2021-2023) with one of the great focuses to create an operational balance between developmental and emergency operation; hence while maintaining the current emergency operation in Cox Bazar; HI is also extensively working to further expand the programme to others part of the country including host community of Coxs Bazar. HI, current operation in Bangladesh mainly includes disability-inclusive extreme poverty graduation project, Inclusive Sports and Education, Health and Rehabilitation, Protection and MHPSS, Inclusive Humanitarian Responses, Inclusive Education, and Atlas Logistic (H2H logistic support), etc and operation is currently funded by BPRM, UNHCR, WFP, UNICEF, ECHO, HI Federation.

HI is looking for an Inclusion Technical Specialist for its ECHO consortium, the Cox Bazar project. Under the responsibility of the Technical Unit Manager, the Inclusion Technical Specialist (ECHO consortium, Cox Bazar) contributes within the country to implement the project mandate and the strategy of Humanity & Inclusion. He/she supports the scope and mandate of the ECHO consortium program, supporting the disability inclusion in the interventions of consortium partners through HI, He/she ensures optimal quality and impact of the projects implemented in the Rohingya response, through a delegation system with appropriate control mechanisms. HI has a Technical Unit (TU) that provides technical guidance and support to humanitarian actors intending to enhance the inclusiveness of their activities. The Inclusion Technical Specialist (ECHO consortium Cox Bazar)will be part of the Consortium Coordination Unit. It will directly work with the Consortium Manager for all operation-related matters. In contrast, the persons will work under the functional manager and Technical Supervision of the Technical Unit Manager (TUM) of HI. All the administrative obligations will remain under HI BGD as per the given policies and regulations. As reporting is a concern – the position will report to both Consortium Manager as well as Technical Unit Manager.

Job Responsibilities
Essential Responsibilities
1. Technical support
Ensure the capacity strengthening for the consortium partners by the development of a disability inclusion action plan, on-site technical support, review of strategy, key tools, plans, and communication materials Lead planning, implementation, and monitoring of disability inclusion strategy of the ECHO consortium project Support the consortium partners for the assessment and data collection process including the development of methods and tools and conduction of individual interviews, focus group discussions, key informant interviews, surveys, etc. Ensure that the disability-inclusive MEAL framework, data collection, accountability, and feedback mechanisms are developed and revised periodically Identify training needs, plan and conduct training to enhance the capacity of the consortium partners’ staff including inclusion officers external stakeholders, working groups, etc. Develop modules, and training materials and archive them as standard materials to be used for any other relevant training (knowledge management). Ensure periodic assessment of achievements of the capacity development plan and redesign the interventions, if needed Ensure mentoring/coaching to the Inclusion officer (consortium partners) Review project documents, guidelines, tools, IEC materials, etc. with a view to accessible communication and inclusion
2. Coordination, representation, and reporting
Represent in various governance platforms of consortium and meetings to ensure disability inclusion strategy implementation, its progress and learnings are reviewed and widely shared and other events such as donor visits. Participate in various meetings with the HI team, partners, external stakeholders, etc. Establish a close collaboration with the inclusion officers (ECHO), and other STOs as needed as well as with the team leaders to ensure effective communication and coordination of transversal activities. Ensure functional engagement and coordination with rehabilitation, MHPSS, protection, and accessibility officers and advisors Ensure effective communication and coordination with consortium partners, external stakeholders, working groups, etc. Take part, upon request, in Technical Unit Coordination meetings and workshops. Field visits include the drafting of field reports to provide support to the consortium partners to implement inclusive activities. Lead donor reporting on disability inclusion by coordinating with inclusion officers from all agencies ensuring to track progress against outputs and all indicators Support the teams to produce regular reports on HI activities (newsletters, case studies, weekly activity reports, etc.). Prepare monthly action plans, monthly work reports, training reports, awareness session reports, meeting minutes, etc. Prepare case studies, training impact studies, lessons learned, evaluation reports, etc. Ensure evidence on disability inclusion is created among consortium partners
3. Supporting the team
Contribute, upon request, to the recruitment of relevant technical positions, a consultant providing support on technical aspects of the consortium project. Ensure the technical support and monitoring of the Inclusion Officer dedicated to consortium members for on-job technical support.
Educational Requirements
Minimum Bachelor’s Degree in Physiotherapy / Occupational Therapy, preferably Master’s Degree in Rehabilitation Science / Disability Management / Special Education / Social Science / Sociology / Social Welfare / Social Work / Development Studies / Women & Gender Studies / Psychology.
