Independent Monitoring, Evaluation & Learning (IMEL) Project Manager At SoCha LLC

Background

SoCha is looking for qualified individuals to fill the role of Independent Monitoring, Evaluation & Learning (IMEL) Project Manager to oversee the implementation of our USAID-funded MEL platform and humanitarian assistance independent monitoring activities, serve as the primary point of contact, and contribute to further business development activities. This is a Home Office position. The ideal candidate for this role will have a passion for MEL and humanitarian assistance, at least seven (7) years of experience supporting USAID projects—preferably as both implementation and home office staff—experience with Burma/Myanmar­, and be willing to reside in Mauritius.

Scope of Work

The IMEL Project Manager will support the management of SoCha’s current USAID portfolio of activities as well as lead select business development opportunities. Responsibilities include:

  • Manage the implementation of USAID MEL platform activities, including both prime and subcontract awards, and serve as the SoCha Home Office primary point of contact for these awards.
  • Periodically visit MEL platform project sites, including Myanmar.
  • Guide SoCha project staff to support performance management systems, evaluation designs, and third party monitoring.
  • Regularly communicate with USAID, subcontractor, and prime holder representatives.
  • Maintain contract management processes in compliance with various USAID procedures and regulations.
  • Other duties as appropriate.

Minimum Qualifications and Experience

  • At least seven (7) years of experience supporting/managing USAID activities, especially MEL platforms and/or humanitarian assistance projects, preferably as both an implementation team member and HO staff.
  • In-depth understanding of USAID’s program cycle and/or humanitarian assistance.
  • Experience with Burma/Myanmar is highly desired.
  • Experience with business development and proposal writing is a bonus.
  • Strong English and analytical writing skills.
  • Proficiency in other languages beneficial. Proficiency in French is especially an advantage.

Location

Preference will be given to qualified candidates willing to relocate to Mauritius. SoCha will facilitate the necessary occupational permit in Mauritius and cover select relocation expenses to the Mauritius location.
