Consultant Resource Mobilization Development Palang Merah Indonesia (PMI)
Purpose of Project and Background
The Indonesian Red Cross (PMI) is an organization engaged in humanitarian activities, established on September 17, 1945. PMI was formed earlier than other state institutions, indicating the strategic importance of its role. PMI operates based on Law No. 1 of 2018 concerning the Red Cross Movement. In providing services to the community, PMI is involved in conflict assistance, blood donation, volunteer management, natural disaster response, healthcare, Red Cross training, and dissemination of Red Cross-related information. To effectively respond to and provide services for all of the above, PMI requires resource mobilization development to manage its resources and revenue.
As regulated in the articles of association and bylaws of PMI, PMI’s sources of income include Government aid, non-binding contributions from the public, companies, and institutions, and legitimate businesses that comply with applicable laws and regulations. With the advancement of time, as well as resource mobilization development, various changes and developments occurring worldwide and in Indonesia, along with the increasingly modern technology, demand management resources that are equally modern and keep up with the times. Digitalization is currently key to a modern organization, in line with the development of environmental issues and transparency.
In response to the above, the PMI National Headquarters has undertaken organizational management transformation and improvement in each organizational department, including the Resource Mobilization Development unit. Part of this process involves updating various resource management governance documents (such as organization regulations, standard operating procedures, etc.), revising the functions and operations of the Resource Mobilization Development unit, and formulating the latest and most modern fundraising directions and strategies for PMI. In its implementation, the PMI National Headquarters’ Resource Mobilization Development Units intends to provide guidance and assistance to Resource Mobilization Development consultants in implementation, considering teams that are relatively new in their field, covering comprehensive functions across Resource Mobilization Development, and extending to the final reporting phase.
Project objectives
The objective of the activity is to assist PMI in updating organizational regulation documents in the field of Resource Mobilization Development, collaborating with the American Red Cross partner to develop a modern and up-to-date fundraising strategy concept, and providing recommendations for the existing duties and responsibilities (Tupoksi) within PMI, as well as enhancing the capacity of Resource Mobilization Development.
Desired outcomes
The outcome is the enhanced ability of PMI to mobilize resources, improve fundraising effectiveness, and ultimately, better fulfill its humanitarian mission and serve the community effectively.
Consultancy outputs
The deliverables from this consultancy service are as follows:
• The collaboration between the American Red Cross fundraising expert and the PMI working group resulted in the development of an improved fundraising strategy, enhancing PMI’s effectiveness in fulfilling its mission and serving the community more effectively.
• Systematic and up-to-date fundraising strategy according to PMI’s needs.
• Updated organizational regulations documents in the field of Resource Mobilization Development (PSD).
• Recommendations for existing roles and responsibilities (Tupoksi) within PMI’s Resource Mobilization Development (PSD) are available.
• Transfer of knowledge and practices regarding fundraising practices to PMI’s personnel.
• Final report.
Method of delivery
The consultant is expected to use relevant methods to carry out the tasks described above.
• Providing Technical Assistance to PMI for improvement of Resource Mobilization Development.
• Online meeting and discussion with American Red Cross expert teams.
• Conduct Sharing and Discussion with the PMI team.
• Part of PMI Working Group for developing fundraising strategy with expert partners.
Support is to be provided by the consultant.
• Served as PMI’s liaison to expert partners in the development of fundraising strategies.
• Identified Resource Mobilization Development (PSD) needs of PMI organizations through brainstorming and analysis sessions.
• Developed a Resource Mobilization Action Plan and Roadmap based on the identified needs.
• Conducted brainstorming sessions on the implementation of Resource Mobilization concepts to generate ideas and strategies.
• Organized presentations, shared opinions, and facilitated discussions across the PMI team regarding resource mobilization strategies.
• Drafted and finalized a resource mobilization development document outlining strategies and action steps to strengthen PMI’s capacity for resource mobilization and improve fundraising effectiveness.
Schedule for payment of fees
Installment 1: 30% of Professional Services Fees upon full execution of the e-contract
Installment 2: 40% of Professional Services Fees upon the submission of the draft report
Installment 3: 30% of Professional Services Fees upon the submission of the final report
Time Allocation
The duration of the work is estimated 30 working days within 3 months period, at least starting from 1 April to 30 June 2024
How to apply
Management of consultancy
A. General
• Minimum 5 years of experience in the Resource Mobilization Development field.
• Previous collaboration with PMI in Resource Mobilization development is preferred.
• Ability to communicate in both Indonesian and English, both verbally and in writing.
• Not a consultant for a company/organization.
B. Expression of Interest
Individual consultants or non-organization/team consultants interested in applying should submit a letter of application, their CV highlighting relevant experience, and a statement of interest using the format provided below, with a maximum of five pages:
