Information, Counselling and Legal Assistance (ICLA) Project Manager At Norwegian Refugee Council

The purpose of the Information Counselling and Legal Assistance (ICLA) Project Manager is to oversee the implementation of the ICLA programme in Darfur of Sudan.

To succeed in this role, a background in law and or protection is preferred as the main stakeholders are specialists in those areas .

Generic responsibilities

  • Line management of ICLA project field staff including direct supervision of the ICLA Project Coordinator.
  • Adherence to NRC policies, guidance and procedures
  • Provide regular progress reports to the Area Manager and ICLA Programme Development Manager (PDM)
  • Development of Area level ICLA strategy, technical SOP’s/ guidelines and Macro logframes.
  • Responsible for development and management of ICLA-related funding proposals, project budgets and donor reports

Specific responsibilities

  • Budget and administrative responsibility for geographic area and as within the ICLA project identified by the Area Manager.
  • Implementation of the ICLA project in accordance with agreements applicable to the grant from the donor(s) and NRC principles and ways of work.
  • Prepare all relevant project documentation to ensure implementation of activities in accordance with ICLA policies and guidelines.
  • Monitor, evaluate and suggest changes and improvements in the project and materials based on observations and discussions with the ICLA staff and the ICLA PDM.
  • Prepare weekly and monthly summary reports on implementation and guide ICLA team on preparation of these documents and reports.
  • Develop Area level ICLA strategy which will contribute to the NRC’s ICLA country strategy, action plan, activities plan and priorities for the ICLA sector in-country.
  • Communicate with and obtain necessary agreements and understanding from local authorities and partners in the ICLA areas of responsibility in discussion with AM, ICLA PDM and in line with the NRC protocol for communication.
  • Communicate, exchange information and co-operate with relevant external actors in the areas of responsibility determined by the ICLA PDM and the AM.
  • Conduct regular meetings with beneficiaries, community management committees, local authorities and partners on HLP and other related issues.
  • Recruit, train, and build capacity of ICLA staff to implement ICLA project
  • Assess longer term needs for capacity building among staff and jointly with PDM plan for capacity building.
  • Supervise and train the ICLA project team focusing on efficient planning, coordination, implementation and monitoring and evaluation of the project activities
  • Assist the ICLA PDM and the AM in identification of new project areas of intervention.

Professional competencies

  • Minimum first level university degree in relevant and related field
  • Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context
  • Fluency in English, both written and verbal

Experience

  • Technical ICLA expertise, especially in the fields of Information Dissemination, Collaborative Dispute Resolution (CDR), HLP, and civil documentation.
  • Experience working on Refugee Status, Immigration and Legal residency (RSD), Access to Essential Services (AES), Internally Displaced Persons Registration (IDPR) and Employment Laws and Procedures (ELP) including work rights is an asset
  • Solid understanding and experience of refugee crisis contexts
