Background:

NRC is assisting displaced communities in Lebanon since 2007, and established its Information, Counselling and Legal Assistance (ICLA) programme in March 2012. ICLA activities focus on refugees from Syria, including Palestinian refugees from Syria, but also provide services to Palestinians in Lebanon, Lebanese nationals and migrants and address legal protection challenges in the areas of civil documentation, legal residency, housing, land and property and employment rights. NRC ICLA teams operate throughout the North, South, Bekaa and Beirut/Mount Lebanon, and are supported by a national technical team in Beirut. In addition to the delivery of legal services in the field, NRC engages in capacity building activities and in evidence-based advocacy and actively contributes to the work of the protection sector and wider legal aid community in Lebanon.

Job Purpose:

The purpose of the ICLA Specialist position is to develop NRC’s Information, Counselling and Legal Assistance Programme, provide strategic direction and ensure quality assurance, and direct the programme’s strategy and quality control. The ICLA Specialist is responsible for mentoring, training, and building the capacity of the programme staff on all related technical matters.

What you will do

• Develop the ICLA strategy and ensure its implementation at national and field levels in alignment with country, regional and global strategies and priorities and achieve harmonisation and consistency of the ICLA approach across area offices
• Contribute to fundraising, and develop and revise funding proposal, budgets and donor reports.
• Follow up on and ensure compliance with contractual and grants commitments within ICLA, donor priorities and ensure high technical quality, Project Cycle Management (PCM) standards and synergies in the project implementation; and provide recommendations and technical directions to the management and related staff to achieve project targets and indicators.
• Provide technical direction and project implementation support e.g. through drafting and roll-out of the relevant guidance and tools for the provision of legal aid
• Ensure overall quality of the programme, including through beneficiary participation and continuous learning, in collaboration with M&E Unit. Ensure that key learnings are extracted from the ICLA implementation, and incorporate them in the programme and staff development processes.
• Carry out regular analysis to ensure programme relevance, efficiency and impact and continue to seek new and innovative project interventions to ensure program development
• Lead on assessments, surveys and legal research at national level. Coordinate with other NRC programmes for synergies and integrated programming.
• Manage and capacity build the ICLA team in Beirut and provide technical management to the related staff in the area offices.
• Represent NRC in all relevant forums/working groups, including national authorities and donors.
• Oversee implementation protection mainstreaming (Safe and Inclusive Programming) minimum standards across ICLA core competencies.
• Oversee the implementation of ICLA partnerships with national organizations in close coordination with the Partnership unit and area offices. Contribute to the advocacy strategy through collection of relevant data from ICLA programmes, analysis of evidence, and formulation of advocacy products including reports, briefing notes and fact sheets.

Professional Competencies, skills & qualifications required:

• University degree or higher education relevant to the assignment.
• Minimum 5 years’ experience in working as a senior Project/Programme Manager and/or Adviser in a humanitarian/recovery context with proven expertise in international human rights and refugee law, protection principles and access to justice issues
• Previous experience in ICLA related interventions
• Knowledge and experience of Lebanon context and Syria response is an asset.
• Experience from working in complex and volatile contexts
• Proven skills and experience in report and proposal writing, and proven capability in training and capacity development
• Fluency in English, both written and spoken
• Knowledge of Arabic language is an asset

Additional Information:

Duty Station: Beirut, Lebanon

Duration of contract: 24 months renewable, full-time, in accordance with local labour laws.

Grade 9 in NRC’s grading structure

Travel: Upto 25%
