Organizational context
Building information management systems and collecting, analyzing, and using data to be more effective in delivering protection and assistance to people of concern is a key pillar of UNHCR’s Strategic Directions for 2017-2021. In the Division of International Protection, UNHCR has been supporting information management systems for GBV-related data since 2007, including as a founding member of the Gender-Based Violence Information Management System (GBVIMS) Steering Committee. Ensuring the safe and ethical storage, analysis and sharing of GBV-related data is critical to UNHCR’s ability to deliver its protection mandate to women, girls, men, boys who survive or are at risk of GBV. In October 2020, UNHCR released the first institutional Policy on GBV, which outlines nine Core Actions to respond to GBV and advance on quality programming and coordination across the organization. One of these core actions is Case & Information Management. The GBV IM/CM Specialist will work as part of this team to promote this approach within UNHCR at all levels, and to support country operations to strengthen GBV Information Management and Case Management.
The position
The GBV IM/CM Specialist will support operations in using key systems and tools, including proGres v4, the GBVIMS/GBVIMS+, Dataport, KoBo, the UNHCR Safety Audit Toolkit, etc. A key part of the role will be working as part of the Gender-Based Violence Information Management System (GBVIMS) Technical Team to support UNHCR in its role as a key GBVIMS coordinating actor in the field. The GBVIMS is a multi-faceted interagency initiative to harmonize data collection on GBV in humanitarian settings, to provide a simple system for GBV project managers to collect and analyze their data, and to enable the safe and ethical sharing of reported GBV incident data. The GBVIMS has four components: the GBV Classification tool, the Standard Intake Form, the Incident Recorder, and the Information Sharing Protocol. In 2015, in recognition of the fact that effective information management for GBV response is founded on case management service provision, a case management information management component was added. The Specialist will support operations to build capacity around case management to ensure the quality response programming and how to use information management systems to measure that quality.
To support quality Case Management, digital case management systems are an integral tool. The Specialist will work internally with other units to oversee and support the development as well as roll-out of the GBV module of proGres v4 as necessary.
The Specialist will also support related capacity development activities, including the corporate IM 4 CM Learning Program.
In addition to working with other key external partners, the GBV IM/CM Specialist will also work with other sections and divisions within UNHCR to ensure that GBV IM good practice is mainstreamed across and linked up with IM efforts in the organization.
Duties and responsibilities
Under the direct supervision of the GBV Senior Advisor, the incumbent will be responsible,
· Collect and analyse information to ensure appropriate priority countries have been selected for GBV IM support, including GBVIMS, proGres v4, Rapp offline module, Safety audit toolkit, roll out activities {via questionnaires, strategies, caseloads, needs).
· Support operations in identifying and analysing data protection risks and mitigation measures related to GBV case management and information management.
· Support UNHCR country operations to identify and use appropriate GBV IM tools and solutions in their contexts.
· Represent UNHCR on the interagency GBVIMS Technical Team.
· Organizing and facilitating trainings and workshops for key frontline actors on GBV information management and case management, including on GBVIMS, proGres v4, data analysis, case management and case management supervision.
· Supporting the development of capacity building plans and assessments for GBV information management and case management, including overseeing the CP/GBV IM4CM Learning Programme.
· Backstopping roll-out processes for GBVIMS, proGres and other GBV IM tools, including by providing regular on- and off-site technical support to UNHCR and partners and liaising with other UNHCR and external partners as necessary.
· Advocating with key stakeholders at senior management and working levels to ensure buy-in for GBV IM processes, including GBVIMS.
· Supporting the development of standardized tools and procedures for situation monitoring, Case management information management, GBV program reporting and other monitoring needs.
· Undertake other duties as required
Monitoring and Progress Controls
· Successful implementation of GBV IM tools in selected priority countries
· Increase GBVIMS and proGres v4 buy-in from all key stakeholders
· Facilitation of GBV IM and CM training workshops
· Technical support provided on case management and information management for GBV
· Performance will be monitored through weekly updates and scheduled performance reviews.
Essential minimum qualifications and professional experience required
Education:
Ø Master’s degree in social work, international relations, humanities/other related degree, or equivalent field and programming experience (advanced degree preferred)

Ø 8-10 years previous experience working in a humanitarian context in a role that includes GBV prevention and response.
Ø Demonstrated work experience in information management and data analysis.
Ø Experience as a training facilitator.
Ø Experience in managing case management programmes is a significant asset.
Ø Previous work experience with UNHCR is desirable.
COMPETENCIES:
Key Competencies:
Ø Excellent computer skills: advanced MS Word and Excel {including pivot table/chart analysis) is essential; experience with GBVIMS, KoBo, PowerBI and proGres v4 is an asset.
Ø Excellent analytical skills: advanced data analysis skills including the capacity to collect and analyse qualitative and quantitative data from various sources to produce meaningful analysis for strategic planning, programming, advocacy, and other needs.
Ø Demonstrated organizational skills: the ability to work independently and productively in a fast-paced environment.
Ø Flexible work attitude: the ability to work productively, independently, and to handle requests or issues as they arise.
Ø Excellent interpersonal and communication skills: the ability to communicate with people successfully and effectively in a multi-cultural environment.
Languages
Ø Excellent knowledge of English is required.
Ø Good working knowledge of French, Spanish or another UN language desirable.
Location
The successful candidate will be home-based. The consultant will be expected to undertake periodic travel to Geneva/Copenhagen to work with DIP colleagues, and field missions as necessary. All proposed travel will be regulated by Institutional Guidance on Travel Restriction in the context of Covid-19.
Conditions
This contract runs until 31 December 2021. UNHCR is looking for someone who can start as soon as possible, ideally by 01 October 2021. It concerns a full-time contract (40 hours per week) and will receive a monthly payment.

The count of years of work experience starts from the date on which the required minimum education level was attained. Work experience in the following categories counts at 50% of its real-time value: General Service category at level 5 and below, National United Nations Volunteer (NUNV), Internship.
