Context:

Timely and accurate information is integral to successful coordination of humanitarian action in a camp setting. The ability to collect, collate, analyze, disseminate and act on data pertaining to the protection and welfare situation of camp residents is fundamental to an effective intervention. For information to support analysis for operational and strategic decision-making, shared standards and common approaches are required to facilitate delivery and monitoring of assistance within and across sectors, and to undertake gap analysis in determining priorities.

Under the overall supervision of the Deputy Chief of Mission (DCoM) and the direct supervision of the Camp Coordination and Camp Management (CCCM) Site Management Sector Coordinator, the successful candidate will be responsible for the coordination and

implementation of the Site Management Sector’s Information Management activities, as well as supporting the Sector Coordinator and supervising the Sector Geographic Information System (GIS) Assistant.

Core Functions / Responsibilities:

CO-ORDINATION AND PLANNING

  1. Work with Inter-Sector Coordination Group (ISCG’s) Information Management (IM) Unit in cross-Sector information management and analysis at the strategic level. Act as a Site Management Sector Focal Point for IM/GIS for ISCG-chaired Information Management Working Group meetings.
  2. Ensure timely dissemination and adaptation as necessary of context-based information management tools that meet sector needs.
  3. Ensure linkages with all sector stakeholders, particularly SMSD Sector members and local actors, for enhanced sectoral risk mapping and gap identification.
  4. Provide and produce sector-specific maps and graphics on a regular basis that aid forward planning and informs decision making, as well as impact analysis.
  5. Ensure application of appropriate information technology for maintenance of Sector partner lists and archiving of information, recognising limitations in connectivity.
  6. Provide guidance on the use of inter-operable technologies and tools among sector partners.
  7. Provide information outputs in the local language wherever feasible. MONITORING AND REPORTING
  8. Check that adequate monitoring mechanisms are in place that review impact of the sector and progress against implementation plans.
  9. Ensure sector partners provide timely, consistent and compatible data and information on needs assessment and programme monitoring for operational analysis and decision-making.
  10. Facilitate adequate reporting and effective information sharing amongst all partners, disaggregating data by age and gender
  11. Develop and maintain simple, user-friendly sector reporting formats in consultation with the local authorities, Sector Coordinators, Site Management Sector (SMS) agencies, service providers and other key stakeholders. These reporting formats should include provision for gender and age disaggregation of data and reporting on more vulnerable groups.
  12. Track and monitor sector’s coordination activities, such as provision of trainings, etc., provide summary and reports, as required.
  13. Promote use of and training on the use of these reporting tools among sector members, assistance providers and other stakeholders.

PROTECTION CAPACITY

  1. Ensure compliance to data confidentiality guidelines adopted by the Sector to protect sensitive data.
  2. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Communication Technologies, Library or Geographic Sciences, Information Technology and Statistics or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in field with different international organizations or projects (e.g UN agencies, INGOs, IOs, Donors, International Federation of Red Cross and Red Crescent Societies (IFRC) or International Committee of the Red Cross (ICRC)); and,

• Experience in web design and programming.

Skills

• Knowledge of the UN System, and NGO humanitarian community, and humanitarian coordination architecture is desirable);

• Knowledge of CCCM Global Cluster on-line training and a demonstrated understanding of camp management-related technical guidelines, standards, and indicators;

• Knowledge of multi-variate mapping techniques;

• Familiarity with the humanitarian reform and cluster approach; and,

• Proven statistical analytic skills.

Technical Skills:

• Software Skills

1) Data capture and analysis

o MS Excel (Essential)

• ability to create macros

• strong knowledge of statistical, conditional, and text-based functions

• integration with Access or other database applications (SQL, MySQL, Oracle)

o MS Access (Highly recommended)

• Understanding of relational data theory and database structure

• Ability to create queries and reports

2) Mapping

o ArcGIS, Mapinfo

• Basic understanding of map making process (Essential)

• Ability to coordinate and mentor technical staff

3) Graphics

o ArcGIS, Mapinfo, SPSS, EpiInfo6 (Recommended)

• Basic understanding of trend graphic design

4) Web Design

o HTML, PHP, ASP (Recommended)

• Basic understanding of web-based applications

• Project Management Technical Skills

· Ability to write technical requirements documents

· Ability to translate planning specifications to technical briefs for data capture and analysis, and vice versa

· Ability to compile and holistically analyze diverse datasets

· Ability to train data collectors who work in the camps

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of

Bangla and/or Spanish is an advantage.
