Information Management Coordinator At International Committee of the Red Cross

The International Committee of the Red Cross (ICRC) is seeking a motivated individual to fill the position of Information Management Coordinator to join the Department of Information Management based in Bogotá, Colombia.

Purpose

Information Management (below called IM) is the ability of the ICRC to produce, capture, manage, preserve, store and deliver the right information to the right people at the right time.

The role of the IM Coordinator (IMCo) is to enforce, advise, assess the IM situation, and needs, analyze problematics and propose fit solutions, follow up, and accompany colleagues in this matter. He/She is responsible for the delegation IM strategy in Colombia, provides a plan of actions to improve the IM situation. He/She also ensures that all relays and/or persons in charge of IM in the delegation have the adequate training and develop their competencies. S/he coordinates with the different teams operating around information management (data, data protection, ICT, etc.) to provide a coherent support to the delegation on issues such as information flows and processes, security of information, data management and data protection and to ensure a better capitalization of the existing information.

Demanded professional requirements

  • Bachelor’s or master’s degree in information management, information science or data management: an asset.
  • Certified Information Professional (CIP) from Association for Information and Image Management (AIIM) is an asset.
  • Mastering the information management tools, Microsoft office and other data management applications.
  • Experience participating in the definition and/or implementation of change processes: an asset.
  • At least 10-12 years’ in IM positions at ICRC or in a large international organization or companies.
  • Languages: Spanish fluent, English fluent (C1). French desirable.

Main responsibilities

  • Ensures coherence in information management (IM) practices and approach in Colombia. S/he conducts regular visits to the subsites.
  • Provides expertise on ICRC IM processes, rules, guidelines, and tools, taking into consideration as well the security and the data protection rules; based on local security conditions, advises managers on processing, storage, and accessibility to information.
  • Develops internal collaboration and synergies with other positions such as data management or ICT positions to generate value out of existing information.
  • Works closely with other units in delegations to map available information and data, identify new needs/gaps and, when requested by departments, support them in collecting, processing, analyzing, and disseminating this data.
  • Contributes to the creation of information products, including dashboards, reports, charts and/or visualizations.
  • Is the reference person for the Executive and Assistant IM Officer (EAIMO), the Assistant IM Officer (AIMO), the IM Focal Points, the Management team and the coordinators for all IM related questions.
  • Coordinates and implements IM guidelines and practices, ensuring a consistent approach and that consolidated answers are given on all IM related subjects.
  • Based on current and future processes, proposes, and implements solutions to improve the management of the information life cycle, especially the capture of all records that are relevant for the ICRC.
  • Is an active actor of all the analysis and actions proposed in its scope of responsibilities (information and knowledge management, including records management and archiving), taking the necessary actions to facilitate the operational activities of the delegation.
  • Contributes to the global and regional thinking and orientations regarding IM strategies and tools and takes the lead in making sure that they are adequately reflected and monitored in the work of the delegation.
  • In coordination with the EAIMO defines and implements a strategy to ensure a full coverage across all sites in terms of IM processes, tools, and setup as needed.
  • Ensures compliance by staff members with information and data security and other related institutional rules.
  • Organizes sessions to explain IM strategies and principles to the managers, (E)AIMOs and Focal Points and ensures that they are understood; supports and accompanies in the change management to implement adapted solutions, to deploy IM policies, guidelines, processes, and tools.
  • Act as functional/technical supervisor for the EAIMO, the AIMO and the IM focal points; ensures consistency in their performance and skills and provide trainings/coaching to equip them for new responsibilities, including support to management tasks.
