JOB DESCRIPTION
Job Title: Information Management Officer .
Project / Department Title: WASH CLUSTER.
Direct supervisor / Reports to: WASH Cluster Information Management Manager.
Background:
The WASH cluster provide leadership and facilitates the processes that ensures a well-coordinated, strategic, adequate, coherent, and effective response by member organizations in North West Syria. The Cluster:
- Establishes and maintains an appropriate humanitarian coordination mechanism.
- Builds complementarity of partner actions in avoiding duplication and gaps.
- Ensures that adequate resources are mobilized in a timely manner and are equitably allocated for the effective functioning of the cluster, its partners and its response.
- Ensures effective and comprehensive integration of relevant cross-cutting issues, including age, disability, gender and environment.
- Establishes linkages with other clusters such as with Early Recovery, Health, Nutrition, Education, Protection and CCCM and SNFI.
- Interact with other clusters through inter-cluster coordination group, humanitarian actors, and relevant authorities for operational planning, engagement, and active contribution of operational partners.
- Maintain flexibility to respond to changes in the operating environment, evolving requirements, capacities and participation.
- Support effective use and transfer of information to, from and between cluster participants and other stakeholders.
- Is accountable to the affected population through effective and inclusive consultative and feedback mechanisms.
- Monitor performance of the core cluster functions.
Purpose of the Position:
The Information Management officer is a core WASH Cluster coordination team member. The purpose of this post is to support WASH Cluster team in managing information related to ongoing WASH Responses Needs assessment, collection, analysis and sharing of information that is important for the WASH cluster actors, to facilitate informed (evidence-based) WASH response and ensuring a WASH activities are inputted into reporting mechanisms such as 4Ws, KoBo, with targets and indicators, among other.
Key Functions:
INFORMATION Management
Establish timely and effective data collection and management system to support WASH cluster planning and programming (overall information management strategy)
- Work with the WASH Cluster information manager in collecting, analysing and reporting cluster activities and resources, and identifying information gaps.
- Work with the WASH Cluster coordinators and Information manager to determine priorities in information management system and lay out strategy/ work plan to build effective information management system to support the decision making and response.
Establish timely and effective situation monitoring/ assessment system to identify critical needs and support evidence-based decision making
- Ensure WASH cluster specific indicators are adequately covered and monitored in the existing reporting tools.
- Map out the gaps in the available reporting tools including developing upgrading these tools to be more user friendly and clear.
- Support the coordinators in analyzing the severity and scale of sector specific needs.
- Prepare necessary information to cluster strategy to address critical needs.
Develop and maintain timely monitoring and reporting mechanism to update achievements and gaps in activities
- Ensure the appropriate indicators and measurements are set to monitor the response achievements.
- Maintain regular service mapping including 4Ws (‘Who does What, Where, and When’ databases).
- Support the estimation of spatial and temporal gaps, overlaps and coverage of the cluster response activities.
- Prepare necessary data and information for regular reporting, with focus on achievement against targets.
- Prepare dashboard/ infographic as appropriate to support information needs of cluster members.
- Support the WASH Cluster with timely information on data/information for reporting (e.g. monthly report, Sitreps, and other inputs related to WASH Cluster).
Facilitate timely dissemination and easy access to relevant information for cluster members and stakeholders
- Manage flows of information and dissemination in a timely and appropriate way, including mailing lists, website, shared folders and other WASH platforms under the supervision of WASH Cluster IM.
- Use GIS or online mapping platforms as available to produce or facilitate maps/infographics of WASH Cluster activities and needs as required.
- Use Power Bi application to produce relevant visualization and analysis.
Ensure WASH Cluster specific IM standards and capacity to continuity is upheld
- Develop and strengthen information management capacity of cluster members through the training/orientation.
- Liaise with relevant stakeholders (OCHA, UNICEF, other clusters) to exchange and analyse relevant information and caseloads.
- Continuously review the existing information management system against changing situation and information needs.
- Build the capacity of WASH Cluster members in Information and data Management.
Requirements:
- Education: Management, Engineering degree, social science, or any other relevant discipline with data science and computer software and operating skills.
- Excellent written and oral presentation skills.
- Ability to perform several tasks in a timely manner with a focus on quality.
- Ability to present information in understandable, effective and visually appealing tables, charts, graphs, maps, visuals and reports (such as snapshots, dashboards, W analysis, gap analysis, etc.).
Experience:
- A minimum of one year of professional experience in data analysis information management and management of database.
- Excellent knowledge in Power Bi software.
- Proficiency with MS Office software required. Knowledge of software such as Excel Macro, MS Access, ArcGIS, QGIS, Tableau, MailChimp, is an advantage.
- Formal training in cluster information management is an advantage.
Language requirements:
- Fluency in oral and written Arabic and English is required.
