Context:

Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Emergency Coordinator in Bangui, the Central African Republic (CAR), and in coordination with relevant units at Regional Office (RO) Dakar and Headquarters (HQ) including Department of Operations and Emergencies (DOE) and in close cooperation with the Resources Management Officer (RMO), Displacement Tracking Matrix (DTM) Unit and Field Security Officer (FST) in Bangui, the Information Management Officer (CCCM Shelter) will provide technical and administrative support for Information Management activities at the national level and help the Cluster Coordinator to ensure Camp Coordination and Camp Management (CCCM)/Shelter/Non-Food Items (NFIs) activities are in line with global cluster policies and strategic directions.

Core Functions / Responsibilities:

  1. Act as a CCCM/Shelter/NFI Cluster focal point to facilitate linkages with various Cluster stakeholders, and provide technical inputs and guidance for cross-Cluster information management and analysis.
  2. Provide technical recommendations to help strengthen field assessment mechanisms and contribute to the development, adaptation and dissemination of information management tools that meet Cluster needs.
  3. Work closely with CCCM/Shelter/NFI for the implementation of cluster activities, particularly those with an information management component. Organize meetings at national and sub-office level. Provide training to cluster members. Check if site designs support protection and assistance to men, women, boys, and girls. Coordinate registration of displaced populations in communal settings, paying attention to gender, age, and diversity dimensions, and update the population registry.
  4. Contribute to the development of training modules and deliver training to Cluster Partners on reporting mechanisms, including data collection, analysis, and dissemination.
  5. Provide technical guidance and assistance to the information management staff.
  6. Participate in the Inter-Cluster Information Management Working Group and other relevant working groups. Provide technical and administrative support for liaison with external partners as well as other IOM organizational units in relation to information management needs and coordination.
  7. Provide technical recommendations and inputs for the elaboration of Humanitarian NeedsOverview (HNO) and Humanitarian Responses Plan (HRP).
  8. Facilitate reporting and effective information sharing amongst partners, disaggregating data by age, gender, and other traits, and provide information outputs in the local language whenever feasible.
  9. Provide technical and administrative assistance for coordination efforts with humanitarian partners, such as national and international NGOs, the Red Cross/Red Crescent Movement, IOM, other international organizations, national authorities, and local structures.
  10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Information Management, Computer Science, Media or Social Sciences, Business Administration or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in coordination of information flows and data management including collecting, storing, verifying, validating, processing, and analysing data to generate information products;
  • Experience in emergency and recovery humanitarian operations and familiarity with the humanitarian cluster systems, and camp management technical guidelines, standards, and indicators;
  • Experience in the development and management of database applications;
  • Experience in advanced data visualization and information design skills; and,
  • Prior work experience with IOM or the UN system is an advantage.

Skills

  • Excellent qualitative and quantitative data analysis skills with demonstrated ability to produce high quality reports;
  • In-depth knowledge of the latest technological developments in information technology and information system;
  • Demonstrated understanding of different data collection methodologies;
  • Ability to translate planning-specifications into technical briefs for data capture and analysis and vice versa;
  • Ability to formulate IM-related technical requirements and Operating Procedures;
  • Advanced data visualization and information design skills;
  • Ability for leadership in the context of partnership building and consensual decision making; and,
  • Ability to deliver technical training to different audiences.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in French is required (oral and written). Working knowledge of English is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
