Context:

After the approval of IOM Member States’ leadership reform in October 2020, the Director General of IOM began internal consultations to assess the organization’s organizational structure. As a result of this restructuring, the scope of operations within Department of Humanitarian Response and Recovery (DHRR) underwent significant changes, leading to the creation of the Information Management Unit. This unit assumed the responsibility and accountability for the department’s IM systems, tools, and platforms, which are laid down in the IM roadmap. One of the objectives of IM Roadmap’s Pillar 1 (Operational Information Management Support) is to promote, support and oversee the implementation of IM related norms and standards, ensuring consistent quality checks of information collected from the field. In line with this objective and in support of an institutional approach to beneficiary targeting, reach and monitoring in humanitarian settings, DHRR Information Management Unit (IMU) seeks to roll out guidance and a binding roadmap for missions’ implementation.

Furthermore, the IMU, in coordination and collaboration with other divisions, serves as the main instrument for IM operational support and systems, in the areas of, but not limited to, Shelter and Settlements, Camp Coordination and Camp Management (CCCM) and water, sanitation and hygiene (WASH). IMU supports IOM’s timely, predictable and effective interventions in emergency situations by strategic management of information throughout its lifecycle. It supports collecting, managing, analysing, visualizing and communicating information about what we do and who we do it for, in coordination with humanitarian partners, through the Inter-Agency Standing Committee (IASC) and the Cluster framework, wherever required.

DHRR IMU is committed to supporting field missions with better data management relevant to beneficiary registration, targeting, reach and monitoring, assistance tracking, camp/site management, appeals, regular situation reports and impact assessments, understanding community dynamics and supply chain and warehouse management, along with core IM systems outside DHRR. This is being done through the development of a global corporate Integrated Information Management and beneficiary tracking system (IIMS) and standardisation of methodologies.

Under the overall supervision of the Director of DHRR and the direct supervision of the Senior

Information Management and Digitalisation Coordinator. The Information Management Officer (M&E and Cross-sectoral Support) will be based in Geneva but may undertake duty travel in support of IOM country offices. They will contribute to reinforcing institutional systems and methodologies, focusing on Beneficiary targeting, reach and monitoring, as per (M&E) industry best practices. Support the development and implementation of overall M&E system to strengthen Monitoring, Evaluation and Learning across DHRR IMU’s area of responsibility and build IOM’s capacity by supporting the development, roll-out and institutionalization of IOM DHRR’s IIMS.

Core Functions / Responsibilities:

1. In coordination with the Senior IM Coordinator,

  1. Support in the roll out of an institutional approach to beneficiary targeting, reach and monitoring in humanitarian settings, through guidance and a binding roadmap for missions’ implementation.
  2. Develop and promote a common understanding of IM and M&E concepts, frameworks, challenges and solutions across DHRR and other related Departments in IOM
  3. Develop key strategic documents to pursue improved Monitoring, Evaluation, Accountability and Learning (MEAL) within DHRR.
  4. Document, develop and deliver user manuals and training programmes under the purview of the IM and M&E portfolio
  5. Develop toolkits and capacity building materials and modules
  6. Provide technical, operational support to DHRR units and field offices as needed.
  7. In coordination with other members of the IMU and Senior IM Coordinator, plan, design, and deploy IM and M&E systems and processes within the functional area of the DHRR IMU. Ensure the implementation of IOM data protection standards and good practices at all stages of these systems development.
  8. Create, maintain, and adjust the Department’s Monitoring and Evaluation framework incoordination with Sector Managers, the Department Support Unit (DSU), and relevant Division and unit heads.
  9. Ensure each DHRR unit has tools and processes to help COs monitor project/program activities in line with IOM Strategic Results Framework, Global M&E guidelines, and donor requirements.
  10. Stay updated on internal MEAL and Results Based Management (RBM) frameworks to ensure compliance with processes and strategies, including Country and Regional strategies, IOM Institutional Questionnaire, and Project Information and Management Application (PRIMA)-for-all standards.
  11. Collaborate with regional teams to develop and manage regional monitoring tools.
  12. Facilitate regular sharing of M&E findings with stakeholders and other departments, ensuring timely discussion of data/reports, including discrepancies and gaps.
  13. Provide technical support for department evaluations, including designing TOR, selecting evaluators, and facilitating the evaluation process and tracking recommendations.
  14. Support the DHRR IMU’s work on creating and promoting standard systems, tools, and guidance. Define standard indicators, activities, tools, and standards for sector programming within global frameworks.
  15. Assist in developing and maintaining information systems and platforms related to sectors and units, collaborating with DHRR divisions and external partners.
  16. Liaise with IOM colleagues to support information management, knowledge management, and monitoring, evaluation, and learning.
  17. Ensure accurate and reliable data is collected, stored, and submitted in a timely manner through provision of training, supervision, and support to relevant staff tasked with data collection, surveys and assessments and overall data management activities.
  18. Ensure timely preparation and generation of information products, including but not limited to, analytical and statistical reports, displacement and migration profiles, maps and other relevant products, to ensure their highest possible quality, and support on information sharing and dissemination to all relevant channels.
  19. Support the effective implementation of project activities; ensure regular monitoring as per agreed timelines.
  20. Identify gaps in data and information relevant to the programme implementation and contribute to the preparation of project proposals aiming to address such needs.
  21. Work with Information Management Officer (IMO) (Systems Development) to manage all aspects of the development and deployment cycle to ensure maximum user satisfaction and successful project delivery.
  22. Support and inform development and test modules of the IIMS to deliver real and field-focused value.
  23. Provide direct support – remote and through short-term deployments such as surge support for IM and M&E activities.
  24. Perform other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Computer Science, Information Technology, Database Management, Software Development, Business Administration, Mathematics, Statistics, Remote Sensing and GIS or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional;

Experience

  • Experience in Information Management, M&E; emergency humanitarian operations; management and coordination of information flows; data management including collection, storing, processing, and analysing data to generate information products;
  • Experience in the design, development, and implementation of information management and M&E systems and processes is an asset;
  • Experience in advanced data visualization and information design skills;
  • Experience with handling confidential and sensitive data; and,
  • Demonstrated experience in technical development, field support, and training/capacity building.

Skills

  • Extensive knowledge of Microsoft Office Suite software and languages (Access, Excel/VBA, Word, etc);
  • In-depth knowledge of the latest technological developments in information technology and information system; Familiarity with data analysis and visualization programs, (e.g. PowerBI, ArcMap, Stata, SPSS, Knowledge of R, Tableau, Adobe Illustrator and In-Design);
  • Ability to formulate IM and M&E -related technical requirements and Operating Procedures;
  • Ability to compile and holistically analyse diverse datasets;
  • Demonstrated understanding of different data collection methodologies;
  • Strong leadership, project management and analytical skills with capacity to understand business requirements and to translate them into technical solutions;
  • Advanced Knowledge of tools and methodologies used in planning, design and implementation of business applications, data modelling preferably with demonstrated ability to coordinate all elements of application development, especially from the business side;
  • Knowledge of cloud technologies is an advantage;
  • Excellent communication, organization, and time management skills; Focused on delivering what needs to be done with the ability to multi-task and work under pressure;
  • Knowledge of version control systems such as Jira and Git is an asset;

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
