The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water, sanitation, and hygiene sectors. The Norwegian Refugee Council has approximately 9000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs.

NRC’s Syria program seeks to establish and implement Monitoring and Evaluation systems that will enable improvement of internal management, program/project performance, and evidence-based decision making. Within this context, the Information Management Officer will implement and support information management systems to support Core Competency project implementation.

Duties and responsibilities

Generic responsibilities

Ensure adherence to NRC policies, tools, handbooks, and guidelines
Implement delegated M&E portfolio according to the plan of action
Prepare and develop status reports as required by management by
Ensure proper filing of documents by maintaining the CO-specific portion of data capture, analysis, and warehousing platforms (e.g. KoBo and SharePoint) is well organized and accessible;
Provide technical guidance on the design of data capture processes;
Supervise data capture processes to ensure they are implemented according to plans and agreed on standards;
Provide analysis of information and data to address indicator reporting requirements;
Maintain CO files, databases, and other archives documenting project progress;
Provide training and support to NRC and partner staff on data capture, analysis, and use;
Promote and share ideas for technical improvement

Specific responsibilities

Maintaining and Implementing Information Management Systems (40%)
Establish good practices for mobile data capture form design, form building and remote support;
Respond to Area Office requests for support on mobile data capture implementation;
Build mobile data capture forms as a service for field teams;
Maintain a library of forms for common project cycle data capture activities;
Maintain and implement the protocols required for remote beneficiary engagement;
Support the design of IM SOPs;
Participate in the development of guidance and frameworks for CO procedures, policies, and processes that assist in institutionalizing and supporting the use of evidence in the country’s mission and/or NRC globally;
Participate in program design and proposal discussions;
Support and contribute to the development of a data management system through documentation, implementation, and coordination of standardized information flows.

Data Collection, Analysis, Reporting and Visualization (40%)
Maintain output and outcome reporting systems and improve user experience and functionalities when required;
Support aggregation and analysis of data capture efforts by field teams for SRO-level reporting;
Maintain and improve Power BI visualization dashboards.

Capacity Building (10%)
Capacity building and training implementation of program staff on information management tools and processes.

Communication/Other (10%)
Maintain a ticketing system for support requests;
Collaborate with Core Competency project staff on the design of data capture efforts;
Support the Programme Unit in new initiatives, should these arise during the employment period;
Other activities agreed upon and discussed with the M&E Coordinator and the M&E Manager;
Communication and dissemination of NRC M&E standards and guidelines;
Liaise with peer organizations and M&E staff in partner agencies to facilitate lessons learned and coordination.

Qualifications

Generic professional competencies for this position:
Minimum 2 years of experience in an international NGO, preferably in an emergency or post-conflict setting, preferably in M&E, Data management, or Information Management Systems (IMS);
Bachelor’s Degree in computer science, social studies, development studies or higher diploma in Economics, Monitoring and Evaluation, or similar with at least 2-3 years of active professional experience in data management, preferably in an emergency or post-conflict setting;
Thorough experience with developing databases and beneficiary-tracking tools;
Demonstrated ability in electronic data collection, data cleaning, and analysis;
Excellent knowledge of Microsoft Office, databases, and data analysis tools.
Experience with qualitative and quantitative data collection and analysis;
Fluency in English, both written and verbal.

Context-related skills, knowledge, and experience (shall be adapted to the specific position):
Knowledge of the context in Syria;
Experience with remotely managed programming;
Previous relevant experience in shelters or WaSH core competencies is a plus;
Experience in GIS mapping is an advantage;
Strong organizational and interpersonal skills;
Positive and professional attitude.
