1. Objective
The Norwegian Refugee Council is looking for an Information Management Officer for its Tegucigalpa office. The incumbent will be responsible for coordinating, managing and administering the input and handling of information generated by the teams during the implementation of projects on a daily basis. To this end, the IM Officer facilitates the development of platforms for data management, ensures that the collection of information is carried out appropriately and subsequently ensures that the storage of this information is carried out in an efficient and secure manner.
2. Main Functions:
- Develop information data management platforms and ensure continuous improvements for the secure, responsible and systematized management of data.
- Design information entry forms and field data collection tools as directed by the supervisor.
- Provide training and support to NRC staff, interviewers and workers in proper data collection according to PIM principles, and provide ongoing support in the use of devices and their configurations.
- Provide technical guidance on the design of data capture processes.
- Assume specific technical responsibility for the execution of information management activities in relation to the Protection program.
- Network with other staff and partners to understand information management needs and best practices.
- When necessary, analyze information and data and prepare quantitative reports and graphics necessary to demonstrate the scope of the protection program and the progress of the indicators and to ensure internal and external exchange with NRC.
- Ensuring implementation of the PIM process and principles, actively participate in the development of detailed qualitative and quantitative analysis protection reports based on relevant and high quality data and information collected by the program as requested.
- Provide quality control and oversight of data being collected, and identify and address errors in data collection or entry.
- Monitor data collection processes to ensure adherence to agreed plans, agreed standards and protection data management principles (PIM);
- Ensure the flow of data, guaranteeing the security of the exchange and updating of databases and other files that document the progress of the program in the agreed times.
- Keep data capture, analysis and storage platforms organized, secure and accessible.
- Ensure compliance with NRC data policies.
- Coordinate with other units the areas of common responsibility.
3. Professional skills required:
Required:
- Bachelor’s degree in Computer Science/Eng., Information Management, Statistics or Computer-related fields.
- Minimum 3 years of previous work experience related to the function or in digital communication and data systems development, data management, analysis and information technology.
- Development of data collection instruments and deployment of results on digital platforms (Kobo, Power App, Microsoft Forms, Power BI).
- Ability to develop, organize and design brief information guides and training materials relevant to the tools in use.
- Good understanding of information protection management principles and processes.
- Develop relevant use cases within existing software systems to facilitate digital communications via phone, SMS, WhatsApp and other platforms as needed.
- Strong data analysis skills with a focus on protection, report writing and data presentation.
Desirable:
- Mastery of English.
- Candidates with basic programming knowledge in more than one of the following languages: C#, Java, Node.js, PHP, Python, Ruby have an added advantage.
- Previous experience working with SPSS, STATA, Epi Info and R.
- Knowledge of information management using tools such as QGIS or ArcGIS is an advantage.
