Context:
Amid heightened hostilities that started in southern Lebanon that has now spread out to various displacements areas in Bekaa, Akkar, Saida, Tyre and many other locations, Office for the Coordination of Humanitarian Affairs (OCHA) and the Humanitarian Country Team (HCT) endorsed the activation of Site Coordination as a standalone sector dissociated from the Shelter Sector by end of September 2024. The recent mass returns highlight the urgency of this position to help strategically situate the sector to pursue fast and impactful Information Management (IM) activities that inform lifesaving programming and response.
Ministry of Social Affairs (MOSA) is the Government Lead Ministry for the sector and supported by United Nations High Commissioner for Refugees (UNHCR) and IOM. Integrating Site Coordination into the sub-national responses is a critical priority. Under overall supervision of the Emergency Coordinator and the direct supervision of the Sr. Site Management and Coordination (SMC) Sector Coordinator, the Information Management Officer (IMO) (Site Management Coordination) will be responsible for providing technical and process related support to the Site Management and Coordination Sector in the national and subnational levels with a particular focus on the following functions below:
Core Functions / Responsibilities:
- Act as an SMC Information Management (IM) technical focal point to facilitate linkages with various sectors’ IMs and support inter-sector IM work through technical inputs and guidance at the strategic level.
- Support and help strengthen field assessment mechanisms and reporting by contributing to the development, adaptation, and dissemination of information management tools that meet sector needs for planning, prioritization, and response purposes, elimination of duplication of services, reviewing impact and collecting lessons learned and good practices.
- Ensure the application of appropriate information technology for maintenance of SMC partner lists and archiving of information and encourage the use of inter-operable technologies among SMC partners.
- Provide technical support for the development of a sector framework and check the application of adequate monitoring mechanisms that review the impact of the Sector and its progress against implementation plans under the Lebanon Response Plan, Flash Appeal and other emergency funding streams.
- Track and follow up with SMC Sector partners for the provision of timely, consistent, and compatible data and information on needs assessment and programme monitoring for operational analysis and decision-making.
- Participate in the Inter-sector Information Management Working Group (IMWG) and other relevant working groups and provide technical IM assistance for coordination efforts with humanitarian partners, such as national and international non-governmental organizations (NGOs), the Lebanese Red Cross (LRC) Disaster Risk Reduction Unit and the National DRM, as well as IOM organizational units concerning information management needs and coordination.
- Assist in developing training modules and deliver tailored training sessions and workshops to Sector partners on reporting mechanisms, data collection, information management, and the use of data to enhance and inform Site Coordination partner programming.
- Support the sector coordination team in organizing and participating in regular sector coordination meetings and draft sector meeting minutes and circulate them including relevant action points and presentations.
- Maintain a sector web page in close consultation with partners, regularly document and upload approved key information to be stored on the sector website (reports, log frame, 4W, Dashboard, etc.) and conduct regular reviews of the webpage to help ensure it is current and relevant.
- Provide technical and process related inputs and information to support the sector coordinators and partners in developing their preparedness and contingency plans.
- Participate in duty travel to support subnational partners, as well as joint subnational field missions, needs assessments and reviews among sector partners and participate in joint inter-sector needs assessment exercises as appropriate to help ensure that identified needs, gaps and priorities are evidence-based.
- Participate in promoting awareness of and adherence to relevant policy guidelines, Sector data confidentiality guidelines, codes of conduct and examples of good practice by all sector partners.
- Encourage and facilitate the integration and monitoring of cross-cutting issues such as age, gender, environment, etc. in every phase of the planning, reporting and implementation of SMC interventions at a subnational level.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Computer Sciences, Geographic Information Systems (GIS), Management Information System (MIS), or a related field from an accredited academic institution with two years of relevant professional experience; or,
- University degree in the above fields with four years of relevant professional experience.
Experience
- Experience in coordination of information flows and data management including collecting, storing, verifying, validating, processing, and analysing data to generate information products.
- Experience in emergency and recovery humanitarian operations and familiarity with the humanitarian sector systems, and camp management technical guidelines, standards, and indicators.
- Experience in the development and management of database applications.
- Experience in advanced data visualization and information design skills.
- Prior work experience with IOM or the UN system is an advantage.
Skills
- Excellent qualitative and quantitative data analysis skills with demonstrated ability to produce high quality reports.
- In-depth knowledge of the latest technological developments in information technology and information system.
- Demonstrated understanding of different data collection methodologies.
- Ability to translate planning-specifications into technical briefs for data capture and analysis and vice versa.
- Ability to formulate IM-related technical requirements and Operating Procedures.
- Advanced data visualization and information design skills.
- Ability for leadership in the context of partnership building and consensual decision making.
- Ability to deliver technical training to different audiences.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of Arabic and/or French another official UN language (Chinese, Russian, and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
