Background Information – PSC

The UNOPS Peace and Security Centre (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. The Centre is responsible to administer, provide support and oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations. It is headed by the Centre Director who has the overall authority and accountability for the performance of the Peace and Security Centre on behalf of its clients.

Background Information – UNMAS

Established in 1997 by the General Assembly, the United Nations Mine Action Service (UNMAS) serves as the United Nations focal point for mine action and supports its vision of “a world free of the threat of landmines and unexploded ordnance, where individuals and communities live in a safe environment conducive to development, and where mine survivors are fully integrated into their societies.

UNMAS coordinates and collaborates with fourteen UN departments, agencies, programmes and funds to ensure an effective, proactive and coordinated response to the problems of landmines and explosive remnants of war, including cluster munitions.

UNMAS establishes, manages, and provides strategic direction to mine-action coordination centres in countries and territories as part of peacekeeping operations and humanitarian emergencies or crises. In these situations, UNMAS may plan and carry out mine-action projects, support and coordinate the work of local and international mine-action service providers, and set priorities for mine clearance, mine-risk education and all other aspects of mine action.

Background Information – UNMAS Sudan

The UNMAS Sudan office is based in Port Sudan and works closely with the Government of Sudan and international partners with an aim of reducing the impact of explosive hazards on the civilian population. UNMAS Sudan’s main activities include land release, risk education (RE) and victim assistance (VA) in areas affected with explosive ordnance. Currently, South Kordofan, Blue Nile and West Kordofan are affected with mines and ERW while 5 Darfur states are believed to contain ERW only. UNMAS also provides technical advice and training for Sudan National Mine Action Centre (NMAC) and national mine action NGOs for improving national mine action capacity

Functional Responsibilities

Under the supervision of the Head of Project Unit (HPU) and the Information Management officer (IMO), your duties and responsibilities will be to:

  • Assist in maintaining the Programme’s Information Management System for Mine Action (IMSMA)database and its archive.
  • Assist in providing support in the installation of the IMSMA system and making sure that the overall system is operational and meets the operational needs of the programme.
  • Provide remote support to new Information Management System for Mine Action (IMSMA)users and UNMAS programmes.
  • Assist in performing monthly audit of mine action information to ensure data completeness, integrity and quality.
  • Support in verifying , recording and performing regular quality assurance all field data from implementers into the Information Management System for Mine Action (IMSMA) database.
  • Assist in the maintenance of programme reporting tools on available dangerous areas, casualty and clearance data.
  • Update the programme risk assessment tracker and complete risk assessment data import on a regular basis.
  • Produce statistics and reports from the Mine Action data, when requested.
  • Engage with Mine Action partners to obtain information.
  • Review and improve data collecting forms when necessary.
  • Prepare timely monthly reports and statistics as required by the programme, under guidance of the Information management officer (IMO).
  • Assist with database training and technical assistance to implementing partners and external stakeholders where necessary.
  • Assist with Information technology (IT) and other general computer related issues.

Geographic Information System(GIS) Responsibilities:

  • Prepare and print informative maps with mine action and other available data.
  • support in regularly liaising with the Geneva International Centre for Humanitarian Demining (GICHD) focal point to ensure all Information Management System (IMS) workflows are accurate and updated.

Education/Experience/Language requirements

Education:

  • A First Level University Degree (Bachelor’s degree or equivalent) with a minimum of 1 year of relevant experience is required OR
  • Secondary education (High School equivalent) with a minimum of 5 years of relevant experience is required.

Experience:

  • Relevant experience is defined as experience in the field of database administration, information management, or relevant field.
  • Experience in the Windows operating system is required.
  • Experience of Microsoft Office applications is required.
  • Experience with IMSMA is desired.

Language Requirement:

  • Fluency in English (speak, read, and write) is required.
  • Fluency in Arabic (speak, read, and write) is required.
