MISSION CONTEXT

The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 13.5 million people are currently affected by the crisis in Syria, including about 6.5 million IDPs, while over 4 million Syrians have sought refuge in neighbouring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Five years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of rehabilitative care and psychosocial support. In hard-to-reach areas and/or areas of new displacement, local populations and IDPs are in need of emergency assistance in terms of food, household essential items, and other basic needs. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern.

HI is managing a remote humanitarian program from three hubs in Jordan, Lebanon and Turkey, along four main pillars:

  1. Support to health partners (hospitals, care houses, rehabilitation centers, local NGOs) for the provision of comprehensive rehabilitation services (physical rehabilitation, psychosocial support and/or prosthetics and orthotics) through training, technical supervisions and donations of rehabilitation material and/or equipment;
  2. Provision of basic needs kits – Food baskets, Household Essential Items and Hygiene kits – in one-shot distributions to people who experience a sudden degradation of their living conditions due to renewed conflict, displacement and/or exclusion from humanitarian assistance;
  3. Education to the risks and effects caused by conventional weapons (including mines, Explosive Remnants of War and Small Arms Light Weapons) and urgent marking of hazardous areas;
  4. Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response.

The current intervention is based on a mix of remote management of national teams and remote partnerships with local structures and organisations. HI has implemented some direct management programs in the past and is looking for ways to launch more in the coming months.

OBJECTIVES OF THE POSITION

The overall purpose of the role:

The Information Management Specialist takes the lead in implementing the Information Management action plan in alignment with PQP and strategic departmental priorities, as set by the MEAL Manager. He/she is responsible for ensuring that all Information Management products meet the required quality standards, including data collection tools, reports, plans, templates, SOPs, and guidelines. The Specialist also plays a crucial role in capacity building, tool design, and report template development for HI MEAL staff and partners.

MAIN RESPONSABILITIES

Responsibilities:

Mission 1: Strategy and steering

  • Contributes to defining Information Management action plan, and support IM leads in the field in the implemention of this action plan;
  • Helps drive the performance of the MEAL/IM department.
  • Forwards to the Programme / Regional MEAL manager any information or difficulties that could help improve
    systems;
  • Participates in strengthening the IM skills of partners

Mission 2: Standards and expertise

Responsibility 1 : Supports IM leads of the hubs to implement data protection practices

  • Analyze current practices/gaps for implementing data protection processes, related to IM.

Mission 3: Operational implementation

Responsibility 2: Leading Technical management of database system

  • Develope, maintain, and improve the systems used to collate, analyze, present and dissiminate information.
  • To ensure continous development of tools and processes supporting information system.

Responsibility 3: Data management

  • Design, development and management of national databases, spreadsheets, and other data tools supporting MEAL.
  • Development and maininance of soft and hard archiving systems.
  • Lead on designing , implementing, and training on data quality processes.
  • Advise on introducing new sources of verifications at the mission level.
  • Develop and advice on conventional, technology-based, mobile-based and GIS- based data collection tools and reporting.
  • Support technical and project management staff in developing and refining data management methodologies.
  • Develop and work closely with technical unit for launching new data collection tools

Responsibility 4: Analysis and visualization of data

  • Design, development, and management of associated analytic and reporting mechanisms and tools
  • Oversee the creation and update of associated information products, such as reports, charts, infographics and maps.
  • Lead the dissemination process of these products.

Responsibility 6: Capacity building of IM staff

  • Provide trainings on Information management aspects and support and facilitate capacity building initiatives on need basis.
  • Provide trainings on GIS in the mission as needed.

• Present HI in external forums as and when called on

REQUIREMENTS

Minimum Requirements:

  • Typically, a bachelor’s degree in social sciences, public health, statistics, or international development. Master’s level or a higher degree in social sciences, information management, statistics, or international development preferred. Equivalent combination of relevant education and experience may be substituted as appropriate.
  • Typically, 3+ years of relative progressive experience in the field, including minimum of 2 years of applied experience with a humanitarian organization in designing, implementing and overseeing monitoring and evaluation tasks in relevant sectors.
  • Experience in database design and other tools for information management such as Survey CTO, Survey 123;
  • Experience in data management.
  • Experience in designing data collection tools for quantitative and qualitative surveys, assessments and evaluation studies Collection tools may be conventional, mobile-based or GIS-based.
  • Experiance in GIS.
  • Able to identify gaps in staff knowledge of IM concepts and skills and provide training in these topics.
  • Demonstrated understanding of data protection and confidentiality as part of data collection and management practices and ability to respect and maintain confidentiality.
  • Proficiency in Microsoft Office applications, including Word, Excel, Outlook, PowerPoint and Teams.
  • Competency in using statistical software EPI-Info, SPSS, and STATA and Excel for more basic analysis.
  • Possess the skills to supervise the use of mobile data collection software such as Ona, KoboToolBox and XLSFORM coding.
  • Have analytical, conceptual, and strategic thinking skills.
  • High-level English proficiency (Speaking – Reading – Writing).
  • High-level MISSION’S LANGUAGE proficiency (Speaking – Reading – Writing).

JOB CONDITIONS

– Remuneration: 2050JOD

– Duration/ Type of contract: 6 months renewable – based on a timeline project
