Work Modality: Home Based Assignment (in country might be required by mutual agreement)**

Mission Main Objective:

The objective of the Information Manager for emergency programming is to ensure the data collection, organization, analysis and dispatch of information from all kind of sources to support the UNICEF Honduras country office (CO) in making informed (evidence based) strategic emergency programming decisions at national and sub national levels, as well as to produce quality and timely mappings, infographics and other knowledge management products.

Main Responsibilities and Tasks :

Under the UNICEF Emergency Specialist’s supervision, the incumbent may be assigned the primarily, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results:

  • Respond to the Emergency multi sectorial needs for information
  • Maintain monthly data reporting from all the sectors of emergency intervention
  • Supports the emergency reporting by providing needed and key data
  • Adapt existing in-country information management approaches for collecting, analysing and reporting activities and resources, and identifying information gaps
  • Collect, Analyses and present data internally at UNICEF Honduras level
  • Establish and maintain information databases that consolidate, analyse and report/disseminate information critical to decision making.
  • Support the estimation of financial and programming gaps, overlaps and coverage of platform activities and projects.
  • Work with key sectors to identify information gaps and propose ways to bridge those gaps
  • Use GIS mapping for map production and geographic data management
  • Produces infographics and dashboards
  • Adopt and promote the use of global standards for information management for inter-operability
  • Manage flows of information and dissemination in an appropriate way, including website/platforms management
  • Manage an inventory of relevant documents on the humanitarian situation.
  • Support the development and analysis of needs assessment and monitoring programmes
  • Support the preparation of SitRep inputs with emphasis on plans, targets and achievements.
  • Support the preparation of reports to donors
  • Capacity building to UNICEF Honduras staff and partners to develop and strengthen information management capacity
  • Follow up targets and goals established in Response Plans/HACs
  • Liaise, coordinates and works closely with the UNICEF Honduras HPM staff and other Information Managers to propose inter-sectorial IM strategies and products.
  • Maintain close contact with the cluster coordinators/IM for gathering data
  • Liaise regularly with the regional Information Manager of UNICEF/ LAC Group, other IM in the UN system including OCHA and participate in the national/regional IM meetings

Technical competencies:

Understands key humanitarian issues and its specific information management needs to be able to engage with programming areas at national and sub national levels;

Understands logical framework approach and different types of indicators (baseline and output especially) / basic understanding of project cycle management (especially monitoring and evaluation steps);

Excellent knowledge of MS Excel or MS Access (e.g. pivot tables and functions);

Proven technical expertise for managing data capture and storage, for analysing diverse datasets, and presenting information in understandable tables, charts, graphs, maps, infographics and reports;

Proven skills in using GIS and map-making packages.

Knowledge of establishing and managing basic websites, and In web design and software development are an asset


The post holder will speak and write fluently in Spanish.

Good level of English is required

Qualifications and Experience:

  • University degree, preferably at an advanced level, in a subject area relevant to information management or Humanitarian related studies
  • Extensive work experience relevant to this post may be considered as a replacement for formal qualifications.
  • Formal training in information management is an advantage
  • At least 2 years progressively responsible humanitarian work experience with UN and/or NGO, including information management in the different phases of emergency preparedness and response.
  • Extensive work experience outside the humanitarian sector which is relevant to this post may be considered as a replacement for humanitarian experience.

Selection Criteria:

The selection of the consultant will be based on the following:

  1. Experience, qualifications and interview 70%
  2. Financial Proposal 30%
    • The proposal must indicate all-inclusive fees for the services to be provided.

Contractor Fees and Method of Payment:

Payment will be made according to the economic proposal, against delivery of a monthly report describing progress in their functions and responsibilities, fully approved by the supervisor.

Final payment will only be payable upon satisfactory completion of the services and the manager’s certification.

The Contractor is fully responsible for arranging, at his or her own expense, such life, health and other forms of insurance covering the term of this contract as he or she considers appropriate taking into account, among other things, the requirements of paragraph 5 above. The Contractor is not eligible to participate in the life or health insurance schemes available to UNICEF and United Nations staff members.


UNICEF and the United Nations accept no liability for any taxes, duty or other contribution payable by the consultant and individual contractor on payments made under this contract. Neither UNICEF nor the United Nations will issue a statement of earnings to the consultant and individual contractor.

Mandatory Learning

The consultant must complete the following online course and certificates must be presented as part of the contract to the hiring office: Ethics & Integrity at UNICEF, Prevention of Sexual Harassment and Abuse of Authority, Sexual Exploitation Abuse (PSEA), and BSAFE security training. Due to the nature of the contract the consultant will have 30 days to complete the courses, failure to comply can lead to termination of contract.
