Infrastructure Coordinator – Yemen (Sana’a with travel country-wide). At Danish Refugee Council

Danish Refugee Council, one of the world’s leading humanitarian NGOs working in 40 countries worldwide, is currently looking for a highly qualified Country Infrastructure (Shelter/WASH) Coordinator to be based in Sana’a, Yemen.

Danish Refugee Council (DRC) has been operating in Yemen since 2008 using a protection of human rights framework. DRC initially worked in Yemen with mixed migrants coming from the Horn of Africa who are displaced by conflict and drought. Since then, DRC expanded its sectors of intervention and is now providing humanitarian assistance in nineteen governorates throughout the country. Current programme sectors include Protection, Shelter, WASH, CCCM, Economic Recovery, Food Security & Livelihoods, and HDP.

About the job

The Infrastructure (Shelter/WASH) Coordinator provides overall technical leadership and coordination to all aspects of DRC’s Infrastructure programming in Yemen, including activities in both Shelter and WASH sectors. The Infrastructure Coordinator has the overall responsibility for designing, coordinating, supporting, and representing DRC’s Infrastructure program in Yemen in external coordination mechanisms and for providing technical guidance and strategic direction to DRC field teams operating across the country. DRC is managing Infrastructure activities across Yemen, including in Hajjah, Hodeidah, Saada, Lahj, and the West Coast. This position will be based in Sana’a, with regular travel to DRC areas of operation within Yemen.

Main responsibilities

  • Designing, coordination, technical leadership, and supervision of Shelter and WASH activities in the country.
  • Design, revise, and develop Shelter and WASH standard operational procedures.
  • Coordinate and monitor all Shelter and WASH related activities in support of the WASH and CCCM/Shelter Project Managers
  • Ensure the highest quality of the sectoral interventions, and the coherence between all projects, ongoing and proposed, according to the overall strategy.
  • Oversight the project programs in terms of high quality and timely deliveries, narrative reporting and financial overviews, close cooperation with donors, Government counterparts and coordination mechanism at national level.
  • Lead capacity building programs for Infrastructure (CCCM/Shelter and WASH) staff in cooperation with Project Managers and Area/Base managers.
  • Develop and undertake needs assessments to inform program design and strategic direction. Conduct rapid needs assessments in the event of emergency (e.g. floods) in collaboration with other technical sector coordinators and project managers.
  • Formalize and develop program related operational tools and training modules.
  • Provide inputs for monthly, quarterly, and annual donor reports.
  • Provide overall budget supervision with Project Managers ensuring, financial management and expenses supervision for the program activities, including compliance with minimum DRC and donor requirements.
  • Oversight of beneficiary databases.

Program development and strategy

  • Develop a program strategy for WASH and shelter sectors in line with the country and global strategies
  • Oversee knowledge sharing across teams ensuring that monitoring and evaluation results are understood and used to improve Shelter and WASH programs.
  • Drive the development and growth of Shelter and WASH programs within the DRC program objectives and feed into country-wide strategy development.
  • Ensure close cooperation with donors, government counterparts and coordination mechanisms on-site and in synergy with other DRC´s programming.
  • Provide technical guidance, support, and training for all Shelter and WASH staff.
  • Develop and/or review all Shelter and WASH indicators.
  • Ensure that SOPs for all Shelter and WASH activities align with DRC country strategy and sector best practices.
  • Conduct regular field missions to all field offices to provide technical and operational guidance, support, and supervision of the implementation of Shelter and WASH activities in the field.

Accountability and reporting

  • Develop and monitor relevant accountability initiatives within the Shelter and WASH program as well as strengthen the effort to document the impact of activities.
  • Ensure compliance with internal and external reporting requirements.

People Management.

  • This position does not have any direct line management responsibilities.
  • Provide technical supervision to WASH Project Managers and Specialists, and CCCM Infrastructure Team Leaders.
  • Support/lead the recruitment of all field Shelter and WASH senior staff, including coaching and capacity development.
  • Lead meetings with Shelter and WASH Managers and Team Leaders to share best practices between the field offices to ensure the highest quality of the response.

Coordination:

  • Represent DRC at relevant national coordination structures, including WASH and Shelter Clusters, Technical Working Groups, SAGs, and others as required.
  • Ensure DRC’s coordination and alignment with technical standards from Clusters.

As Coordinator the post-holder is responsible for the following:

  • Accountable for achieving DRC’s strategic goals and objectives within the sector of responsibility.
  • Technical aspects of Shelter and WASH programming including capacity building of the staff.
  • Ensuring the respect of DRC Code of Conduct and DRC’s zero tolerance policy of Sexual Exploitation and Abuse (SEA), humanitarian principles and contribute to the integration of Protection and Age, Gender, Diversity (AGD) mainstreaming into DRC programming.

Required experience and competencies.

  • Minimum 5 years of proven international experience in NGO projects in Shelter and/or WASH programmes.
  • Proven experience in implementing Shelter and WASH programming in complex emergency contexts.
  • Experience in carrying out humanitarian interventions through and in coordination with implementing partner organizations is an asset.
  • Proficiency in English is compulsory.
  • Excellent writing and editing skills for external audiences (including governments and donors).
  • Experience in producing high-quality technical material (training material, program tools, proposals, strategic documents, etc.).
  • Experience in working with Monitoring, Evaluation and learning in Shelter and WASH programs.
  • Ability to manage competing priorities and to meet deadlines.
  • Effective team-player – problem solver.

Desirable

  • Previous experience with DRC in emergency context.
  • Fluency in Arabic

Required education.

  • Master’s degree in engineering, civil engineering or architecture, or another relevant field.
  • Or Bachelor’s degree in relevant fields with at least 6 years’ working experience in similar positions.

We offer.

Contract length: 6 or 12-months renewable depending on performance and funding. Level: F1 – non management. Designation of Duty Stations: Sana’a – Non-Family duty station – Unaccompanied.
