INITIAL DIAGNOSIS OF THE POLICE ACADEMIC MANAGEMENT MODEL IN THE DOMINICAN REPUBLIC

“STRENGTHENING POLICE PROFESSIONALIZATION IN THE CARIBBEAN”

SANTO DOMINGO DOMINICAN REPUBLIC

1. BACKGROUND AND JUSTIFICATION:

In the Dominican Republic, the Pan American Development Foundation (PADF) implements the project “Strengthening police professionalization in the Caribbean,” an initiative funded by the International Section of Counternarcotics and Law Enforcement Affairs of the Department of State. (INL for its acronym in English). The project aims to strengthen the planning, research and academic management processes within the Dominican National Police.

This consultancy responds directly to the needs and priorities expressed by police authorities.

2. OBJECTIVE:

General objective:

PADF is looking for a qualified and experienced consultant to carry out an initial diagnosis and recommendations on the academic management model of the Police Institute of Higher Education (IPES) of the Dominican National Police within the framework of the police reform process in which found by the institution and based on the best international practices on the subject.

Specific objectives:

  • Carry out a robust initial evaluation of the academic management model of the Police Institute of Higher Education, including current policies, academic planning processes and teaching evaluation structure.
  • Gather information through documentary research, interviews and focus groups with identified counterparts and key actors.
  • Prepare a roadmap of recommendations to the Police Institute of Higher Education and the Commission for Police Educational Reform.

3. RESPONSIBILITIES OF THE CONSULTANT:

a.) Document review: Examine institutional documents, previous diagnoses, academic manuals, current processes and any other material related to the IPES academic management model and the academic management and educational planning processes.

b.) Interviews: Interview key members of the organization, including management, teaching, administrative staff and students.

c.) Feedback workshops: Facilitate participatory workshops with different stakeholders to obtain their opinions and suggestions for improvements.

d.) Directly observe academic operations in action to gain a practical understanding of the processes.

e.) Preliminary report with preliminary findings and directions for improvement.

f.) Final report and presentation of results: Generate a comprehensive report that includes a detailed analysis, specific recommendations and an implementation plan to improve the academic management processes and educational management model.

4. PLACE(S) OF ASSIGNMENT

  1. Remote desktop work for diagnostic review and preparation of reports.
  2. Trips to Santo Domingo, Dominican Republic to conduct face-to-face interviews, feedback workshops and final presentation.

5. CANDIDATE PROFILE:

  • Academic title of master’s degree or doctorate in education, educational administration, related field.
  • With at least ten (10) years of demonstrable experience in academic management, curriculum development and/or academic educational planning.
  • You must have at least five (5) years of experience leading or advising educational processes in higher education educational institutions, preferably police schools.
  • With the ability to develop and apply evaluation and diagnosis methodologies.
  • Familiarity with current trends in pedagogy, educational technologies and evaluation methodologies.
  • With demonstrable skills in oral and written communication and the ability to present reports clearly and concisely in Spanish.
  • Previous experience working with police academies is recommended.

6. CONTRACTUAL MECHANISM: FIXED PRICE (All Taxes, Fees and other applicable costs must be included in the price proposal.)

Estimated completion date: May 31, 2024

Milestone: Preparation of a final report with a diagnosis of the IPES academic management model. It should include: evaluation of the model, analysis of alignment with institutional objectives, applicability in practice and a roadmap with areas for improvement.

Deliverable: Final diagnostic report and in-person presentation of results.

Percentage of total: 30% of total

The consultant must provide a pricing model for each deliverable listed in the table above under: USD$ Amount.

The expenses corresponding to food, lodging, transfers derived from trips to the territory and facilitation logistics will be provided by PADF.

7. PROPOSAL DOCUMENTS TO INCLUDE:

b.) Include at least 3 work references.

c.) Include the price information per product requested in section 5.

8. DURATION OF THE CONTRACT:

The hiring will be from March 2024 to May 2024.

9. PARTICIPATION DATA:

a.) Applications must be received no later than February 21, 2024 at 11:59 PM AST (UTC -4:00) . All application materials must be sent to procurement@padf.org, following the guidelines indicated in these Terms of Reference.

b.) Validity of the offer: 60 days from the submission deadline.

c.) Amendments: At any time before the deadline for the submission of proposals, PADF may, for any reason, modify the Terms of Reference document by means of an amendment that will be published on the PADF website and/or communicated by email.

10. TERMS AND CONDITIONS:

Award result

These Terms of Reference (TOR) do not obligate PADF to execute a contract, nor do they commit PADF to pay any costs incurred in preparing or submitting the proposals. Additionally, PADF reserves the right to reject any and all bids, if such action is deemed to be in the best interest of PADF. PADF, in its sole discretion, will select the winning proposal and is not obligated to share the results of the individual evaluation.

Confidentiality

All proprietary information provided by the bidder will be treated as confidential and will not be shared with potential or existing applicants during the bidding process. This includes but is not limited to price quotes, cost proposals and technical proposals. PADF evaluation results are confidential.
