Oxfam France is looking for an Institutional Financing and Programs Officer on a fixed-term contract for 12 months

In France, Oxfam has been leading citizen mobilization campaigns and putting pressure on political decision-makers for 30 years. These campaigns are conducted over the long term on the themes of “climate and food security”, “tax justice and inequalities”, “official development aid and development financing” as well as “humanitarian and migration”. Oxfam also contributes to emergency humanitarian actions and development projects of the Oxfam network mainly in countries of the South, in collaboration with partners and allies around the world.

Within the Campaigns, Advocacy and Programs Department, the “Institutional Funding and Programs Unit” aims to:

  • Implement and contribute to Oxfam France’s strategy in general and more specifically to the strategy of institutional funding and Programs, which covers campaigns conducted in France and international programs conducted in the “Global South”;
  • Ensure the proper management of institutional funding (public and private) and ensure, in conjunction with donors, colleagues at headquarters, teams and partners in the field, the proper implementation of projects and accountability to donors (reporting, management of contractual aspects, etc.);
  • Mobilize new institutional funding (public and private) for Oxfam’s actions in France and in the countries of the “Global South” (both humanitarian, development and influence programs);
  • Monitor international programs in conjunction with Oxfam teams in the field.

Oxfam France, in its development strategy, has recently obtained several donor project financings that require new support from the division. The Institutional Financing and Programs Officer will be placed under the direct responsibility of the Head of the Institutional Financing and Programs Division, and will work in close collaboration with thematic specialists at headquarters, the Administrative and Financial Department, as well as Oxfam colleagues in the field (in particular West Africa, Sahel, Central Africa, the Middle East, Asia and Latin America).

Its missions will include the following :

  • Is responsible (with the support of the Head of Department and according to a concerted distribution of the project portfolio) for coordinating the preparation and submission of project proposals for which he/she is responsible, reports and requests for amendments;
  • Is responsible (with the support of the Head of Department and according to a concerted distribution of the project portfolio) for supporting colleagues at headquarters and teams in Oxfam offices in the South in monitoring projects throughout their instruction and implementation;
  • Ensures proactive monitoring of the contractual obligations of donors for the projects for which he/she is responsible, strengthens the capacities of the teams with regard to donor accountability and procedures and ensures that contractual obligations are known and understood by all departments;
  • Contributes to the development and implementation of Oxfam France’s “institutional funding and programs” strategy as a whole (identification of funding opportunities, analysis and strategy);
  • Within its scope and for the projects for which the Manager will be responsible, he/she will contribute to the dialogue and representation of Oxfam with French donors, in particular the AFD, the Ministry of Europe and Foreign Affairs (MEAE), including the Crisis and Support Center (CDCS), certain European funds as well as French foundations or foundations represented in France;
  • Contributes to the internal organization of teamwork within the Pole and to the improvement of processes, monitoring/planning/monitoring tools and internal procedures to streamline work and ensure the optimal quality of projects (and therefore the impact on the targeted changes);
  • Contributes to the identification of synergies and strategic alignment between Oxfam’s international programs and those carried out in France (awareness raising and influence)
  • May also be required to perform other tasks to help fulfill the association’s missions.

Profile

  • Higher education in “change-oriented” project management in the international cooperation sector (development, humanitarian) or other related field
  • Experience in developing/managing/coordinating/monitoring humanitarian or development projects, donor relations and management of institutional funding (accountability, reporting, donor rules)
  • Good knowledge of the landscape of institutional donors in France
  • Field work experience would be a plus, if possible on humanitarian and development projects, in conjunction with partners including local organizations.
  • Fluent professional English essential for working in an international network; knowledge of Spanish would be a real asset
  • Experience working in “change-oriented” project mode: ability to work in a team around common objectives, good adaptability and sense of responsibility. Good knowledge of classic tools (logical framework, SMART indicators, etc.)
  • Taste for teamwork, good interpersonal communication and sense of diplomacy, enthusiasm for the subjects of the position
  • Strong interest in Oxfam’s mission and the issues of international solidarity, humanitarianism, gender, inequality and climate
  • Be prepared to undertake occasional field trips, including in humanitarian crisis contexts

Conditions

12-month full-time fixed-term contract, possible renewal.

Desired start date: March/April 2025

Position based in Paris 11th, teleworking possible up to 2 days per week.

Remuneration: salary according to scale 30 to 35,000€ gross/year depending on profile and in line with the Oxfam France salary scale, Meal vouchers, 2 RTT days/month (24 days/year), 50% reimbursement of public transport subscriptions and mutual insurance.

Possible travel to be expected as part of the position (France and international).
