*By default, the successful candidate will be offered a contract in the MSF office of their country of residence at the time of application.

I. MSF INTERNATIONAL

Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters. MSF offers assistance to people based only on need and irrespective of race, religion, gender or political affiliation.

MSF International is the legal entity that binds MSF’s 24 sections, 25 associations and other offices together. Registered in Switzerland, MSF International provides coordination, information and support to the MSF Movement, as well as implements international projects and initiatives as requested.

II. POSITION BACKGROUND

In recent years, there has been significant development in MSF’s medical and operational activities that has been sustained by an upsurge in MSF’s operational budget and complexity. Every year, approximately half of MSF’s global budget is spent in procurement (services and goods).

In line with the MSF Organizational Supply Strategy’s (OSS), the MSF Strategic Procurement Program (MSPP) has been launched in order to intensify collaboration between the different MSF entities and streamline the existing MSF procurement set up, in order to achieve optimal operational efficiency by avoiding duplication, waste and operational complexity.

The ultimate goal of the program is to develop and implement a global, common approach to strategic procurement across all entities (OCs, ESCs and Partner Sections) at international, regional and national level. Procurement of Insurances represents a major cost centre for the organization, and the purpose of this new role is to develop a global category approach to priority areas of Insurances procurement.

III. PLACE IN THE ORGANIZATION

The Insurance category buyer will:

• Report hierarchically to the Global Indirect categories leader

• This role will work in close collaboration with MSF’s International Insurance Steering Committee (IISC) and especially with the International commercial Insurance advisor and with the International Legal Insurance advisor, and will liaise with key stakeholders from departments and teams in charge of Insurances.

• Interact with other stakeholder groups within the MSF movement (such as Finance, Legal, Data protection).

IV. OBJECTIVES OF THE POSITION

The objective of the Insurance Category Buyer is to develop and lead Procurement Strategies to manage and optimize the Procurement spend of the Insurance Category, in order to bring the most Value for the Movement. The Insurance Category Buyer should be an active change agent to support the successful roll out and optimization of the Category Management Structure for Insurances.

Scope:

Insurances procurement in MSF includes but is not limited to specific worldwide/international insurances e.g., health life and disability for international staff, D&O, medical malpractice, Business and Travel, Medevac programme for expats, and also local insurances related to fleet, asset and health.

Priorities and areas of focus for this role will be set by MSPP in agreement with the IISC according to current cost impact, potential cost savings and other value propositions based on gained efficiency, higher impact, and improved quality of service.

Specific Objectives

  1. Build a global picture of the Insurance landscape to provide analysis on current situation and priorities, including both international and section-level Insurance procurement.
  2. Build comprehensive stakeholder analysis to define communication and decision channels.
  3. Define, lead and ensure implementation of global procurement strategies.
  4. Bring support and expertise to the entities.

V. MAIN RESPONSIBILITIES
1. Build a global picture of the Insurance portfolio to ensure efficient management of this category:
a. Collect existing figures and studies.
b. Analyse them, identify gaps and collect missing figures.
c. Build a global Insurances spend analysis
d. Build a global mapping of the main commodities (insurances, brokers, third parties) in the MSF entities.
2. Build comprehensive stakeholder analysis to define communication and decision channels.
a. For each main commodities identify key stakeholders (client and technical advisors)
b. Define generic and specifics communication and decision channels related to these main commodities
3. Define and lead global procurement strategies and ensure implementation of them within all entities.
a. Identify priorities with IISC and the key stakeholders, according to the spend analysis, evaluation of benefits delivery and the current agreements already in place.
b. For these priorities, define and lead procurement strategies with the support of the technical advisors and the indirect buyers.
c. Ensure the implementation of the negotiated agreements within entities.
4. Bring support and expertise to the entities when needed
a. According to the need expressed by the internal clients, technical advisors and/or the indirect buyers of one entity, bring support and expertise related to procurement of Insurances.
b. Develop professionalization in the Insurances procurement within all entities by providing relevant set of guidelines and processes.

Profile Requirements

Education:

  • Bachelor’s Degree in Business, with ideally a specialization in purchasing, project management, insurances or a combination of relevant education and professional experience.

Experience:

  • 5+ years of experience in procurement of Insurances and services associated including vendor management.
  • Direct work experience in a complex multi-entities organization including change management.
  • Experience in global contracting and negotiations with insurance companies and brokers.
  • Experience working with technology market research tools and services
  • Experience leading insurance evaluation and selection process

Knowledge and Skills:

  • Excellent communication skills, assertiveness and negotiation skills
  • Ability to work in a cross-cultural and cross-functional environment
  • Drive for change, improvement and innovation
  • Strong organizational skills, ability to handle multiple priorities at one time
  • Excellent analytical skills
  • Excellent knowledge of Insurance market
  • Proficiency in standard office tools including Word, PowerPoint, and Excel

Languages:

  • Fluently spoken and written English
  • French is a strong asset
  • Knowledge of another language is a plus
