Context:

With more than 5.6 million Venezuelans outside their country of origin, Latin America is experiencing the biggest exodus in its history. The outflow of migrants and refugees from Venezuela keeps increasing, while national capacities are already overstretched. In this context, several Governments have been seeking support from the international community while flagging the need for a regional approach.

As of July 2021, there were an estimated more than 1,7 million refugees and migrants from

Venezuela in Colombia making it the largest destination country for Venezuelans in the region.

Refugees and migrants from Venezuela face various risks throughout their journey and arrive in direct need of assistance. The access to health and other social services, livelihoods, and the rise of xenophobia manifestations are among the main concerns for their socioeconomic integration.

On April 2018, the UNSG decided to task IOM and UNHCR to co-lead the coordination of the response regarding this regional situation. On May 2018, the establishment by IOM and UNHCR of an inclusive, accountable and overarching Regional Inter-Agency Platform was agreed, to steer the operational response in support of Venezuelans who left and continue to leave their country, seeking protection and solutions including international refugee protection.

It is within this context that IOM Colombia is advertising the position of an Inter-agency Coordinator in Colombia to coordinate IOM’s efforts at the country level as co-lead of the Platform.

Under the overall and direct supervision of the Chief of Mission, in close coordination with the Deputy Chief of Mission and in technical coordination with the regional R4V Coordinator within the Office of the Special Envoy for the Venezuelans situation in Panama, the successful candidate will coordinate the IOM’s efforts in the framework of the national platform “Grupo Interagencial sobre Flujos Migratorios Mixtos” (GIFMM) for the Response to the Mixed Migration Flows from Venezuela in Colombia. The successful candidate will ensure adherence to IOM inter-agency commitments and coordination mechanisms established in the country. More specifically, in the context of the GIFMM, she/he will oversee inter-agencies processes and related positioning, coordination, advocacy, data and information, resources allocation, fundraising, reporting and communication with government entities, other UN agencies, Non-Governmental Agencies (NGOs), civil society actors, private sector and other relevant actors, through active engagement in humanitarian and development inter-agency processes. He/she will be also responsible for ensuring adequate information, reporting and analysis as well as supporting operational coordination on emerging issues and as defined in Colombia’s Chapter of the Regional Response Plan for Refugees and Migrants from Venezuela (RMRP).

Core Functions / Responsibilities:

  1. Co-lead and coordinate the implementation of the GIFMM National Platform to ensure adequate response and adherence with the Regional Platform guiding principles and the IOM mandate within this coordination structure.
  2. Provide coherent and systematic guidance and follow-up to the GIFMM, including support the national and departmental GIFMM coordination structures in the following areas: coordination within the national platform as well as with the other humanitarian infrastructures present in the country (Cluster system), information management, resource mobilization, operationalization of the Refugee and Migrant Response strategy as well as provide guidance to the existing technical working groups.
  3. Oversee the preparation and dissemination of information management workflows and reporting regarding the implementation of the Regional Refugee and Migrant Response Plan for Venezuela (RMRP); ensure regular monitoring as per agreed timelines; prepare activities status and progress reports.
  4. Provide guidance to IOM programs, national and departmental GIFMM consultants working in the program and Government officials when developing and implementing actions. Ensuring that all initiatives, including: data collection, statistics and reports, context analysis and communications, are aligned with organizational and regional platform requirements and coordination mechanisms.
  5. Identify and assess gaps on data and information relevant to the platform’s IM’s objectives as well as RMRP implementation and apply improvement measures.
  6. Ensure the timely preparation and generation of information products, as well as information sharing and dissemination to all relevant channels and formulate interagency positions as well as briefing notes, talking point and elaborate paper for relevant discussion with partners including Government, UN agencies, NGOs, Donors, other national and local partners.
  7. Develop and maintain relationships with key professionals, Government officials at national and local levels, NGOs and IOM units engaged in the activities of the GIFMM, ensuring successful coordination and information sharing, including regular updates in the established fora.
  8. Take the lead – jointly with United Nations High Commissioner for Refugees (UNHCR) – in the organization of events and initiatives aiming at raising awareness and fundraising for the Refugees and Migrants Response Plan (RMRP) Colombia chapter.
  9. Lead the development and publication of the Colombia chapter within the Regional Refugees and Migrant Response Plan and ensure the adequate contribution of the information Management unit of the GIFMM.
  10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Business Administration, Law, International Relations or a related field from an accredited academic institution with seven years of relevant professional experience; or

• University degree in the above fields with nine years of relevant professional experience.

Experience

• Experience in Humanitarian Coordination, including within the Cluster System or any other coordination;

• Experience in project development, technical writing and editing, preferably in the international development/humanitarian sector;

• Experience in donor relations and report writing for specific donors of IOM’s interest would be an advantage;

• Experience managing common operational datasets.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English and Spanish is required (oral and written). Working knowledge of French is an advantage.
