BACKGROUND

An International non-governmental, and non-profit organization which has no political association working in various fields of humanitarian relief and development. IYD was established in early 2013 and obtained licenses in multiple countries under the name

PURPOSE OF THE ASSIGNMENT:

The overall objective of the training is to build the capacity of staff of IYD in internal Audit and Compliance field, learn to improve the process of audit, risk assessment and compliance of the organization, develop the strategies and processes.
The trained staff members will further apply their skills in project/program management, development and implementation in the given dynamic humanitarian context, to come up with quality projects having greater impact in the lives of those we serve.

SCOPE OF WORK

The assignment is to impart Five training days in internal audit and compliance who will further utilize the skills learnt. The training will focus on main areas

  1. Risk management.
  2. Audit management.
  3. Financial review process.
  4. Compliance with donor requirements.

From 19 to 23 – August 2024

The training is aimed to achieve following objectives:

  • Develop the capacity of IYD’s team in the field of risk assessment and internal control management
    • Learn how to develop a comprehensive Enterprise Risk Management Policy and framework for the Organization and departments to guide its integration with other organizational planning and management activities.
    • Learn how to develop the Organization ’s internal control framework in addressing risks and accomplishing the Organization ’s goals and objectives
  • Learn how to proceed with internal audit process
    • Learn how to document audit procedures, developing criteria, reviewing and analyzing evidence, and documenting processes and procedures,
    • Learn how to prepare and monitor the internal audit plan and check list for all departments at IYD organization ( HR , Logistics, Finance, Grants, MEAL and Programs
    • Learn how to Identify, developing and documenting of audit issues and recommendations.
    • Learn how to develop internal audit report
  • Financial review process
    • Learn how to develop accounting and financial management policies, and approval structure.
    • Learn how to develop internal control framework and make recommendations to consistently ensure its compliance. This includes assessment of whether there are adequate controls over special or complex process,
    • Review the propriety of all processes between the Organization departments and related parties and assessment of their propriety.
  • Improve the process of compliance.
    • Learn how to develop the compliance process among all departments
    • Learn how to develop the compliance check list and plan for all departments,
    • Standards Compliance Rules
    • Learn the Compliance and Due Diligence Stages
    • Learn how to develop Compliance Reporting

METHODOLOGY:

  • Deliver using a blended learning approach and might comprises of presentations, interactive sessions of practical exercise and group works.
  • Practical sessions using case, individual or group exercises will be given to participants after each session to make sure that they can apply what they have learnt into practice immediately.
  • Participatory training methods such as brainstorming, simulation, group discussion and case analysis.

KEY DELIVERABLES:

  • Following deliverables are expected from the training provider:
    • Trainer will prepare agenda/contents/sessions of the training and submit these at least one week before start of the training.
    • Trainer shall conduct pre-test from all participants of the training.
    • Trainer will also share complete package of training material that may be provided to the participants.
    • Trainer will facilitate preparation of training follow up and action plan
    • After the completion of the training, the trainer will share comprehensive training report on the agreed format within 10 days after the completion of the training.
  • LOCATION:
    • The location will be in Turkey Gaziantep, at the office.
  • TIMEFRAME
    • This is a short-term assignment for Firms/ consultants based in Turkey for a period of 5 days training from 19 to 23 -August -2024
  • DUITES & RESPONSIBILITIES:
    • The trainer/consultant/resource person will:
      • Sign with IYD a consultancy agreement and work as a resource person for the days training event.
      • Discuss and agree with IYD on the final training package, content and deliverables.
      • Design an appropriate process of the training leading to the desired results.
      • Propose on the most appropriate training methodology for effective delivery of the assignment.
      • Device the tools required for each session of the training.
      • Satisfactorily facilitate the training sessions and ensuring active engagement of all the participants.
      • Share relevant training materials and provide any resource materials for further reading and reference by IYD staff.
      • Design a questionnaire for pre and post-test (to be used before and after the workshop) for workshops to gauge the level of understanding of the participants about the topics discussed in the training workshop.
      • Compile and submit quality training report (one soft copy)
  • SKILLS/COMPETENCIES:
    • The resource person/consultant should possess following qualifications and expertise:
      • Proven experience of conducting similar training,
      • Professional Experience: Experience in strategic management roles within reputable organizations.
      • Share the technical proposal, understand and respond to the ToR, share training methodology.
      • Advanced university degree in Management sciences/development science.
      • Strong communication, analytical and drafting skills
      • A demonstrated high level of professionalism and an ability to work independently and with multiple.

SUBMISSION GUIDELINES:

  • Consultant/resource person/ firms are required to submit their technical and financial proposals the IYD HR department on given link.

TECHINCAL PROPOSAL: with weight 80%

  • The technical proposal should include but not limited to the following information:
    • A brief outline of recent experience and client references in carrying out assignments of similar nature (Max. 1 pages)
    • Detailed description of how the consultant/firms understands and will respond to the ToR including time frame and number of persons involved in and comments on the ToR (Max 2 pages)
    • Curriculum Vitae of trainer

FINANCIAL PROPOSAL: with weight 20%

  • The financial proposal must contain overall quotation in Turkish Lira (TRY) for all the services to be provided and must follows the following:
    • An all-inclusive day rate who will take place in assignment
    • Summary of the total costs for the services proposed
    • Any taxes applicable
    • Bank account

PROPOSED PAYMENT SCHEDULE:

  • 100% of the payment will be released to the trainer on week after completing the training.
