A major player in the social and solidarity economy, the French Red Cross manages a network of more than 600 establishments and services in the health, medico-social and training sectors. She is also at the head of 12 regional health and social training institutes.

Internationally, the CRF operates in 16 countries alongside National Societies and 2 regional platforms (PIRAC and PIROI), on the following themes: Health and Disaster Risk Management.

In the same way as in the professions that it develops and implements in France, the French Red Cross internationally places all its missions in a sustainable humanitarian action plan. This results in an articulation of emergency, post-emergency, crisis exit and reconstruction activities aimed at maximum efficiency. The objective is to carry out actions with lasting effects and to allow populations to regain their complete autonomy.

Job

Responsibilities

To carry out his/her mission, he/she is responsible for:

Support those responsible for permanent internal control of each delegation, in understanding and appropriating internal control rules and procedures.
Contribute to the development of the risk mapping of each delegation, covered by the position, and ensure the monitoring of the management plans. actions resulting from each risk mapping
Support, at their request, the risk mapping exercise of the national host companies and the monitoring of the related action plans
Prepare and carry out spotcheck missions relating to the provisions of the MOPI, financing agreements and specific rules of delegation, Formulate recommendations aimed at improving procedures, operation and efficiency of actions
Contribute to the periodic updating of the MOPI and contractual/donor obligations; and the popularization of good management practices
Coordinate preparation and organization activities for the smooth running of external audit missions
Organize/facilitate awareness sessions on the fight against fraud and corruption, including for companies host countries and consortia partners.

Practical information related to the position

Terms of employment

Type of status: expatriate
Type of contract: Fixed-term contract under French law/precariousness bonus paid at the end of the contract
End of year bonus: equivalent to a 13th month pro-rata to the time of presence
Per diem: daily per diem which varies depending on of the country
Leave: 5 weeks of paid leave/year and 21 days of recuperation – Plane ticket 100% covered by the CRf for travel home/mission for leave of 6 months
Health coverage: CFE + Mutuelle MSH (covered 100%) – 75% covered by the CRf
MedEvac/repatriation insurance: YES
Other insurance: provident insurance (death-disability)

Summary

Location: N’Djamena, with travel to CRF activity areas in Cameroon, CAR and other regions of Chad.
Duration: 10 months renewable

Profile sought: Graduate in auditing, management, economics

Level: Bac + 5

Technical skills :

Technical knowledge and confirmed experience in audit methodology, internal control and/or financial management
Mastery of the fundamental principles relating to procurement rules
Mastery of the office pack (Word, Excel, PowerPoint)
Predisposition to work in the Google workspace environment (messaging and use of DRIVE)
Knowledge of SAGA and the mechanisms and procedures for financing humanitarian action is a plus

Experience and qualities required:

3 years of experience in audit and/or in the management of an administrative and financial management team
Analytical and synthesis skills on issues related to the management of a humanitarian organization/civil society
Integrity and Exemplarity
Diplomacy and firmness
Rigor in work and impartiality in judgment
Experience of intervention in degraded security contexts, as part of a humanitarian mission
Good autonomy and ability to work under pressure.

Passport with a validity of more than 6 months at the time of planned departure
Up-to-date vaccination record / fitness to travel
