Médecins Sans Frontières Switzerland is recruiting an Internal Controller (M/F/X) who will contribute to risk management and control of operational and financial processes in order to ensure that MSF resources (funds, assets, human resources, information, reputation and time) are used optimally, while avoiding any fraud and respecting standards (policies, procedures, etc.), as well as laws, regulations and contracts.

  • The Internal Controller actively promotes a culture of integrity, ethics and risk management (identification, treatment, documentation/training, monitoring, continuous improvement and communication). He/she raises awareness, encourages and supports coordinators to communicate effectively to all staff, by various means, on MSF’s mission, values, major risks, as well as the importance of standard procedures and their application to reduce risks. He/she also ensures the need to regularly monitor their proper implementation in order to guarantee the continuity of operations, the protection of people (Duty of Care), resources and MSF’s reputation.
  • The position involves frequent travel to projects (approximately 2/3 of the time) to support, raise awareness and carry out field checks. These visits allow for close collaboration with local teams to assess the compliance of operations, identify risks specific to the context of each project and ensure rigorous implementation of MSF procedures, while taking into account the risks specific to each context.
  • In coordination and during his/her travels on projects, he/she trains the teams of the different departments, provides them with tools and methods, and advises/supports them in:
  • Identify risks specific to the mission context and analyze them,
  • Write/update key specific resource management procedures specific to the context and associated risks, and based on standard procedures,
  • Establish/update specific checklists (who checks what, how, how often) based on mission-specific procedures or points of non-compliance identified during audits, for example.
  • Implement standard (fundamental) controls and specific controls regularly, ensuring that controls are documented and archived (all controls must be traced otherwise they are useless).
  • Manage resource incidents and possible insurance claims,
  • Identify, prioritize and implement improvement actions resulting from risk analyses, control results, incident analyses.

  • Is the point of reference for the mission in the fight against fraud and corruption: he briefs new staff on the risks of fraud and corruption, in particular managers on their role (exemplarity and tone given by management) and the means of preventing, identifying, alerting and reporting cases of corruption.
  • Monitors with the teams the regular review of risks and specific field procedures, as well as proper compliance with the defined insurance strategy on the mission and according to OCG standards,
  • Continuously monitors departments’ implementation of standard (fundamental) controls and specific controls.
  • Regularly and directly performs spot checks on key processes (and in particular on the use of cash on missions) and establishes recommendations.
  • Contributes to detecting and reporting cases of fraud to the ABU cell at headquarters (via Integrity Line), facilitates the processing of cases managed by the mission (in consultation with ABU headquarters), plays an advisory role during monitoring and possible disciplinary sanctions, proposes and implements the monitoring of corrective measures with the supervisors concerned.
  • Supports and facilitates the smooth running of audits, investigations carried out by headquarters, and other controls by local authorities.
  • Continuously monitors the implementation of improvement actions and other recommendations identified locally or addressed following headquarters visits (in particular internal/external audits).
  • Facilitates and encourages proactive consultation with headquarters representatives, particularly in matters of abuse, fraud or data protection, and with BALI legal representatives (MSF – Kinshasa) for risks associated with the legal framework in the DRC, in order to ensure alignment at the intersection.
  • Regularly reports the results of the various monitoring to the HoM (and CMT) on the progress and level of control of the key risks of the mission. He does the same with the Internal Control Manager at headquarters (ICRM) for advice, support and continuous improvement.

Your profile:

Requirements:

  • Education : Master’s degree in auditing, management, international relations, finance, or equivalent discipline
  • Experience : MSF or other NGO experience desired; experience in developing countries recommended
  • Languages : French
  • Skills: Computer skills essential (Word, Excel, ERP, Internet)

Conditions of Employment:

  • Field-based contract, fixed term of one year, renewable.
  • Duration of direct interventions in the field: from 4 weeks to 3 months (a certain flexibility is required if necessary).
  • Travel expenses and visa requirements will be covered by MSF.
  • MSF will provide a daily allowance and accommodation during the mission, but not between missions.
