The internal controller evaluates and provides reasonable assurance that the risk management, control and governance systems are functioning and reports to the Country Director identified risk management issues and internal control deficiencies and makes recommendations for improvement. He is the focal point for internal audits at Plan International and external audits with donors and at the same time facilitates the audit processes at Plan RCA.
Post dimensions
The internal controller contributes to improving the overall functioning of Plan International Senegal. The incumbent will:
- Report directly to the DC, independent of any department or office.
- Work closely with all departments and offices to identify potential risks and test control measures.
- Manage a relatively small budget for work-related travel and housing
- Supervises a junior internal controller and a pool of internal control consultants
Responsibilities
- Analyzes the success factors, internal risks and external challenges facing the organization.
- Establishes an annual control plan based on the degree of risks identified by management, as well as a contingency control schedule.
- Carry out checks within Plan International Senegal and its partners.
- Makes recommendations based on appropriate systems to improve resource management and better risk management.
- Ensures the proper understanding and application of procedures and directives by staff and partners.
- Promotes learning and prevention.
- Helps build the capacity of partners, including communities, to successfully apply their skills and resources to achieve their goals and meet the expectations of all stakeholders.
- Alerts the CD in the event of an alleged violation of the code of conduct and procedure manual and/or the specific donor agreement, as well as the misuse of Plan assets.
- Conducts first-hand investigation of the allegation as requested.
Implementing safeguarding of children and young people
Ensure that Plan International’s global policies for safeguarding children and young people and those on gender equality and inclusion are fully integrated in line with the principles and requirements of the policy, including the standards and guidelines of implementation applicable to their area of responsibility. This includes, but is not limited to, ensuring that staff and associates know and understand their responsibilities under these policies and the Plan International Code of Conduct, their relevance to their area of work, and that the Concerns are reported and managed in accordance with appropriate procedures.

- Support teams/departments to strengthen processes, tools and guidelines to embed the theme of safeguarding throughout Plan’s work, from the design phase through to the execution phase.
- Capacity building on how to promote a respectful organizational culture and identify, mitigate, manage and monitor risks posed by the organization’s work.
- Audits are put in place, intended in particular to determine the extent to which programs and operations integrate a safeguarding approach reflecting the needs of children and young people in all their diversity.
Technical knowledge, experience and skills required
- Have at least a Bac+5 degree in audit, finance, management or any other relevant field.
- Have at least 05 years of experience in a position with similar responsibilities, including within INGOs
- Have good report writing skills in English and French
- Be available and able to work under pressure
- Be able to make very frequent field visits
