ALIMA PRESENTATION

CARE – INNOVATE – TOGETHER: Since its creation in 2009, ALIMA has treated more than 10 million patients, and today deploys its operations in 12 African countries. In 2022, we have developed more than 60 humanitarian medical response projects to meet the needs of populations affected by conflicts, epidemics and extreme poverty. All of these projects support national health authorities through nearly 511 health structures (including 47 hospitals and 464 health centers). We work in partnership, particularly with local NGOs, whenever possible in order to improve access and the transfer of skills which ensures the sustainability of our actions for our patients. Furthermore, to improve the humanitarian response, we are carrying out operational and clinical research projects, particularly to combat malnutrition and viral hemorrhagic fevers.

THE ALIMA TEAM: More than 2,000 people currently work for ALIMA. The field teams, closest to the patients, receive their support from the coordination teams generally based in the capital of the countries of intervention. They receive support from the 4 desk teams and the emergency and openings service team based at the operational headquarters in Dakar, Senegal. The Paris and New York teams are actively working on fundraising and representing ALIMA. The rest of the ALIMA Galaxy includes individuals and partner teams who work on behalf of other organizations such as the medical NGOs BEFEN, ALERTE Santé, SOS Médecins, KEOOGO, AMCP-SP, DEMTOU-Humanitaire, PAC research organizations -CI, Inserm, the Universities of Bordeaux or Copenhagen and many others.

OUR COUNTRIES OF INTERVENTION: Burkina Faso, Cameroon, Guinea, Mali, Mauritania, Niger, Nigeria, Central African Republic, Democratic Republic of Congo, Sudan, Chad, Ukraine.

OUR PROJECT THEMES: Malnutrition, Maternal Health, Primary Health, Pediatrics, Malaria, Epidemics (Ebola, Cholera, Measles, Coronavirus, Lassa Fever), Research, Hospitalization, Emergencies, Gender-Based Violence, vaccinations, mental health, etc.

ALIMA in Haiti

In November 2023, ALIMA led an exploratory mission to Haiti, in order to better understand current needs, more specifically in Port-au-Prince. Given ALIMA’s mission, we focused on humanitarian health needs, through the identification of the most vulnerable populations and the obstacles restricting access to health services. What emerged from our assessments was a crying need for health actors and therefore a strong desire to intervene as soon as possible in 2024. A team therefore went to Haiti in February 2024 to start activities.

POSITION LOCATION: The position is based in Port au Prince / Haiti.

PROTECTION OF BENEFICIARIES AND COMMUNITY MEMBERS

Level 3: The position holder is responsible for implementing the recruitment process and may be required to make field visits. He·She may therefore be in contact with children and/or vulnerable adults. Therefore, a criminal record check or presentation of a certificate of good conduct will be necessary. In situations where it is impossible to provide a criminal record or a certificate of good conduct, a sworn declaration will be requested.

FUNCTIONAL AND HIERARCHICAL LINKS

The Accounting Manager is responsible, by delegation and under the supervision of the Finance coordinator, of the quality, reliability and transparency of accounting. He is responsible for the general accounting of the mission and the verification of field accounts before transmission to his line manager.

MAIN MISSIONS AND ACTIVITIES

Guarantee compliance with accounting procedures.

  • Verification of invoice validation by managers
  • Compliance of supporting documents, according to donor or partner rules (in case of porting)/ALIMA and specific to the country
  • Preparation of ALIMA/Lender audits of parts and sending to Dakar if necessary.
  • Expense management and other missions.
  • Specific briefing on accounting management for the Project coordinator and/or logisticians, as well as for project administrators.

Control expenses made in the financial mission

  • Verification of accounts (fields and coordination)
  • In the absence of the admin assistant: entry of coordination accounts.
  • Exports from the ODOO software all expenses allocated to the mission’s financing contracts, then processes them and records this information in the SAGA software, ensuring the consistency and accuracy of the reconciliation between SAGA and ODOO.Verification documents and allocations (project codes, accounting codes and budgetary codes) according to internal and internal procedures and which allow good budgetary monitoring and the preparation of financial reports.
  • Verification of supporting documents and their conformity (purchase orders, invoices, inventories, etc.) according to internal and donor procedures.
  • Under the responsibility of the financial coordinator, analyzes cash discrepancy problems and technically assists in resolution (reorganization proposals)

Carry out the monthly closing

  • Preparation of checklist and accounting pack to send to headquarters after lettering
  • Creation and updating of cover letters for monthly closings, Headquarters and projects.
  • Return of final accounts to the field with comments, and action plan based on errors noted.

Update SAGA software

  • Regular updating of parameters (exchange rates, project codes, etc.) under COFIN supervision
  • Verification of the conformity of accounting between field and coordination.

Collaboration in monitoring budgets and cash flow

  • Participates in the preparation of budgets by helping to collect information (particularly on local purchases)
  • Monitors local spending volumes on a daily basis and reports to the financial coordinator.

Train and supervise accounting staff

  • Trains the coordination admin assistant in accounting and money management
  • Trains the coordination admin assistant on the imputation guide specific to the country and its budget
  • Identifies errors and helps resolve them
  • Participation in the technical evaluation of field administrators (accounting)
  • Regular field visits (with reporting), proposal for additional training if necessary
  • Possible replacements (in the event of leave or absence, etc.)

Accounting archiving

  • Carry out a classification of computer files allowing all data to be easily found and ensure that the back-up of the mission’s admin computers is updated
  • Carry out a clear and logical classification of all the mission’s accounting documents and keep a mission classification plan up to date
  • Make sure to respond quickly to the various emails from the fields where he is the main recipient.

COMPETENCES ET EXPERIENCE

Formation :

● Graduate diploma in administration, financial management and/or human resources management desired

Experiences:

● Experience of at least 6 months in a similar position with the same volume of activity (budget of at least €1M)

● Experience in a comparable intervention context (medical humanitarian)

● Experience in team management and staff development

● Perfect command of the MS Office package, in particular Excel and good command of SAGA is an important asset

Qualifications of the candidate:

LANGUAGES

● Good command of French (read, written, spoken) essential
