Job Title: International Consultant (Assessment Analysis & Reporting)

Duty Station of the consultancy: Homebased, with potential travel to Ukraine

Duration of Consultancy: 6 months, with possibility of extension subject to availability funds and satisfactory job performance.

Nature of the consultancy:

The Consultant will be involved in project design, questionnaire development, stakeholder management, data processing and analysis, preparation of analytical reports, and thematic briefs. This will include DTM’s regular assessments as well as ad-hoc thematic briefs. The Consultant will be involved in the drafting the required reports and information products on DTM, including, but not limited to, the analytical and statistical reports, displacement profiles and other relevant products. Support the DTM team in ensuring the dissemination and adaption as necessary of information management tools that meet partners’ and other humanitarian actors’ needs.

Project Context and Scope: The project context encompasses the diverse areas of IOM’s work in Ukraine, including but not limited to migration management, assistance to vulnerable populations, humanitarian and recovery response*.*

The Consultant will be involved in multiple assessment including but not limited to the General Population Survey, the Conditions of Return and other ad hoc assessment that aims to enrich the spatial understanding of humanitarian needs, conditions for durable solutions, demographics and mobility intentions, to further enhance the use of data-driven decision-making across multiple programmes and projects to strengthen the planning, targeting, and relevance of IOM’s and other partners’ interventions in country.

Category A Consultants: Tasks to be performed under this contract

a.) Analytical Reporting and Thematic Briefs: Responsible for the preparation of analytical reports and thematic briefs based on the findings of the assessments, taking a lead on some thematic briefs. This includes synthesizing and interpreting data to provide meaningful insights for programmatic decision-making.

b.) Creation of Reporting Templates: Supporting the D&A Reporting team in designing and producing reporting templates that meet the needs of partners and other external actors.

Project Design: Collaborating with the Data & Analytics Unit and relevant program teams to contribute to project design related to assessments. This involves providing input into the overall structure, objectives, and methodologies of the assessments.

c.) Questionnaire Development: Support in the development of questionnaires for ad-hoc assessments. This includes working closely with relevant teams to ensure that questionnaires align with project goals and objectives.

d.) Ad-Hoc Assessments Coordination: Coordinating ad-hoc assessments run by the Data & Analytics Unit through its Service Providers to support program teams within IOM Ukraine. This includes collecting regular updates on project progress and disseminating to the relevant stakeholders involved.

e.) Review and Analysis of Relevant Data: Provide support to the Data and Analytics unit in the review of IOM-DTM and partners’ data, compilation, and analysis from the ad-hoc and regular assessments in order to faciliatate data utilization.

Performance indicators for the evaluation of results:

  1. Timely delivery of analytical reports and/or thematic briefs.
  2. Substantial contribution to project design and alignment with assessment objectives.
  3. Efficient coordination of ad-hoc assessments with Service Providers and other colleagues including timely dissemination of progress updates.
  4. Comprehensive development of questionnaires aligned with project goals.
  5. Effective review and analysis of data, facilitating timely data utilization.
  6. Timely delivery of high-quality analytical reports and thematic briefs, showcasing effective data synthesis and interpretation.
  7. Demonstrated ability to analyze, interpret, and visualise data accurately and effectively.

Education, Experience and/or skills required

  • Master’s Degree in Social Science, Public Administration, Public Policy, Economics, or a related field from an accredited academic institution and with at least 3 years of relevant professional work experience

OR

  • Bachelor’s degree with 4 years of professional work experience.

Experience

  • Minimum 2 years of experience working with international organizations, preferably in the context of humanitarian and/or early recovery response are required.
  • Proven record of active engagement with different datasets used in the humanitarian and/or recovery architecture is required.
  • Excellent writing and analytical skills are required.
  • Experience working in graphic softwares (e.g. Microsoft Powerpoint, Adobe Illustrator, Adobe InDesign).
  • Experience and proficiency in GIS systems is an advantage.
  • Statistical analysis (STATA, SPSS, etc) is an advantage.
  • Knowledge of the context of Ukraine is desirable but not required.

Travel required

The consultancy shall be home-based and remote, travel to Ukraine is optional.
