Context:

Nature of the consultancy:

Advisory support to develop specialized training curricula with job competences and learning outcomes aligned with international standards and EU Sectoral Qualifications Framework for Border Guarding and organize ToTs for the lecturers of the Scientific Educational Centre of the National Security Service of Armenia.

Background information:

IOM is implementing a capacity-building project aimed at providing expert support to further strengthen the capacities of the Armenian BGT to tackle the security and migration management challenges and ensure alignment with international legal obligations, standards, and border management best practices. IOM will provide capacity-building and expert support to further development of the BGT training curricula, enhancing capacities of the Scientific Educational Centre in delivery of trainings on contemporary adult learning techniques, strengthening the capacity of border guards for document examination and fraud detection and the secondary line inspections.

Core Functions / Responsibilities:

Category B Consultants: Tangible and measurable outputs of the work assignment

1) Develop the training modules on the following topics selected by the National Security Service with job competences and learning outcomes aligned with international standards and EU Sectoral Qualifications Framework for Border Guarding, ensuring gender-sensitive approach for each theme.

Information technology and communication, data security and protection

  1. Basic IT skills
  2. Data security
  3. National, EU and international databases
  4. Personal data protection
  5. Telecommunication equipment

Document examination

  1. Perspective on security documents and international standards
  2. Substrates (paper and polymer)
  3. Additional security features

Border checks at airports

  1. Risk analysis for border checks at airports

Border surveillance at land borders

  1. The organisation, management, territorial jurisdiction and responsibilities of a land border guard station for border surveillance
  2. Tasks of a land border guard station for border surveillance
  3. Specific land border surveillance equipment
  4. Service means of transport used for border surveillance
  5. Service dogs and horses used for border surveillance
  6. Signs in border surveillance
  7. The principles of border surveillance
  8. The surveillance system at a land border
  9. The basic duty in border surveillance
  10. Intensification of border surveillance
  11. Border surveillance in mountainous terrain
  12. Basic elements of topography and orienteering
  13. Duty officers at the local border guard station

Border checks at land borders

  1. The organisation, management, territorial jurisdiction and responsibilities of a border crossing point at the land border
  2. Tasks of the border guard at border crossing points at the land border
  3. Specific service regulations and practices at land border crossing points
  4. Infrastructure and equipment of the land border crossing points
  5. Cooperation at the land border crossing point with other local authorities
  6. International cooperation at land border crossing points
  7. Monitoring and regulating border traffic
  8. Control of vehicles

  11. The surveillance system of the area surrounding a BCP

2) Recommend and describe teaching and assessment methods for each module, prepare respective quizzes and/or exam questions.

3) Deliver training of trainers to the lecturers of the Scientific Educational Centre on the developed modules.

4) Conduct pre- and post- assessments to evaluate the knowledge change of the trainees.

5) Consult with the IOM project team on appropriate and agreed approaches to the specified tasks before their completion.

Required Qualifications and Experience

Education and Experience

  • Completed advanced university degree in a relevant field.
  • Specialization in border management.
  • Other formal education as relevant for the assignment.
  • At least five years of experience in a professional thematic consultancy.
  • Proven experience in developing of curricula and training modules.
  • Proven experience in in delivering TOTs.
  • Proven experience with international organizations and/or government structures.
  • Experience in preparing and delivering training sessions.

Languages

Fluency in English is required.
