- Context and Rationale:
Situated on the Bab – Mandeb Strait at the entrance to the Red Sea and serving as a gateway to the Suez Canal, the Republic of Djibouti is a transit and destination hub for many irregular migrants from countries neighbors. The migratory dynamic towards Djibouti is mainly linked to the situations prevailing in neighboring countries, notably insecurity, persecution, violence, conflicts, poverty, deterioration of living conditions, climate change and environmental degradation. and political and economic instability lead to an influx of migrants from neighboring countries to Djibouti. Irregular migration to Djibouti and then to Yemen and Saudi Arabia is fundamentally motivated by the search for better living conditions and economic opportunities to combat poverty and the socio-economic marginalization of families and communities of origin.
The Republic of Djibouti is also an important transit point for irregular migration to the Gulf countries, this country attracts continuous flows of irregular migrants from Ethiopia, Eritrea and Somalia. According to DTM data from IOM Djibouti, in 2022, more than 220,000 migrants were observed at the various flow monitoring points in 2022. Crossings are often perilous and are the cause of tragic events often leading to death migrants.
The Republic of Djibouti is also a destination country for migrants. The country hosts several thousand young people, including women and children, who work in several sectors and represent an essential component of the informal sector. In recent years, the Djiboutian government has engaged in a process of strengthening its migration governance framework. Indeed, in 2021, the first National Migration Strategy was developed and validated by the government. In 2022, a five-year action plan was created and officially launched on December 4, 2022. The national migration strategy and its action plan constitute the main reference framework and a key intervention tool for actions for migration. achievement of the objectives aimed at promoting the dignified management of migration issues.
The International Organization for Migration (IOM) in the Republic of Djibouti supports the government’s efforts to strengthen migration governance.
Labor migration has become a major issue in the current global context. It offers significant opportunities for economic development, while presenting complex challenges. Strengthening institutional capacity in labor migration governance is a recommendation of SDG 8 as well as Target 8.8. Governing labor migration, promoting regular labor migration and developing labor migration policies can benefit migrants and countries of origin and destination. Policies on labor migration governance should take into account the multiple challenges faced by migrant workers, especially female migrant workers, including risks of socio-economic vulnerability, exploitation and violation of labor and labor rights. humans. In accordance with these priorities, IOM is launching a consultancy notice for capacity building of the migration unit of the Ministry of Labor on themes relating to labor migration and particularly on bilateral agreements and negotiation techniques between countries in labor migration to improve labor mobility and recruitment services.
This activity is part of phase III of the BMM (Better Migration Management) programme, a multi-annual, multi-partner project, co-financed by the EU Emergency Trust Fund for Africa (EUTF) and the German Federal Ministry of economic and development cooperation (BMZ). It is implemented by the British Council, Civipol, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, the United Nations Office on Drugs and Crime (UNODC) and the International Organization for Migration (IOM). During this 3rd phase, the BMM program covers Djibouti, Ethiopia, Kenya, Somalia, South Sudan and Uganda under the three components of the BMM program. These components are as follows: (i) migration governance, (ii) cooperation on trafficking and smuggling of migrants, (iii) protection.
2. Profile of the expert:
The consultant must have the following qualifications and experience:
- Proven expertise in the field of labor migration, with an in-depth understanding of bilateral agreements and negotiation mechanisms between countries.
- Previous experience designing and implementing training programs for government officials on issues related to labor migration.
- Knowledge of the specific realities of Djibouti, as well as an understanding of the socio-economic issues linked to labor migration in the national context.
3. Responsibilities of the Expert:
The expert will be responsible for:
- Design the training program in accordance with the specific needs of Djiboutian government representatives and social partners.
- Develop training modules covering bilateral agreements, labor migration policies, and best practices in negotiation.
- Deliver training in an interactive manner, encouraging active participation and understanding of participants.
- Provide post-training follow-up, including advice on implementing the knowledge acquired.
- Develop with all stakeholders a standard format or model for a bilateral labor agreement specific to the Republic of Djibouti to effectively protect the rights of migrant workers.
- Support state and non-state actors (social partners and key stakeholders) to identify the different Guidelines specific to each stage of the ABT process (preparatory stage, negotiation process, implementation and monitoring and evaluation of agreements)
4. Expected deliverables:
- A detailed training program adapted to the local context.
- Training modules, educational materials and related documents.
- Training on the themes mentioned and training reports and recommendations for the implementation of the identified priorities.

The mission is planned for a duration of 3 days in Djibouti from May 5 to 7, 2024.
