Assignment Title: International Consultant for Disability and Inclusion
Duration of Consultancy Assignment: 80 working days

1. PURPOSE OF CONSULTANCY
UNFPA is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe and every young person’s potential is fulfilled. UNFPA’s new strategic plan (2018-2021), focuses on three transformative results: to end preventable maternal deaths; end unmet need for family planning; and end gender-based violence and harmful practices.
UNFPA’s Fourth Country Programme Document (2018-2022) for Myanmar was approved by the Executive Board in September 2017. The Programme focuses on three key areas of intervention 1) sexual and reproductive health and rights (SRHR), 2) gender equality and women’s empowerment and 3) population dynamics. Youth and adolescents as well as gender equality and related human rights, are mainstreamed throughout the programme. UNFPA has partnerships with diverse stakeholders, including UN agencies, international and national/local NGOs, civil society organizations (CSOs), foundations and research institutions. UNFPA has a presence in a number of priority states/regions, integrating development, peace building and humanitarian spectrums.
Women and Girls First programme (WGF) is one of the major multi-year multi-donor programme that UNFPA Myanmar currently manages. Under WGF, UNFPA is committed to leading the international community and supporting national stakeholders in addressing gaps in gender equality, improving sexual and reproductive health (SRH) services, responding to and preventing gender based violence (GBV), including mental health and psychosocial support (MHPSS) and integrating gender equality and women’s rights perspectives into national policies, development frameworks and laws. WGF target areas include Rakhine, Kachin, Kayin, Kayah, Mon and Shan states.
Disability and inclusion is the cross-cutting priority area under WGF Phase II (2019-2022). It adopts an inclusive approach to programming that recognizes the diversity both of and within conflict affected, remote and hard-to-reach communities. Also linked to this, the intersectionality of vulnerability, needs and capacities based on sex, gender, age, ethnicity, religion, sexual orientation, citizenship, displacement status and disability is recognized. This includes a focus on internally displaced persons (IDPs) and host communities and on reaching girls and adolescents, women and girls with disabilities, elderly women as well as working with and supporting the needs of LGBTQI persons, and people living with HIV/AIDS. In 2021, Disability and Inclusion Strategy for WGF was developed, and disability inclusion perspective is also incorporated into the results framework. There is an ongoing assessment on disability and inclusion for WGF supported SRH, GBV and MHPSS interventions.
UNFPA Myanmar Country Office is seeking an international consultant for Disability and Inclusion to provide technical support and guidance in the implementation of the Disability and Inclusion strategy of WGF, build capacity of UNFPA staff and partners to mainstream disability and inclusion in its programming and provide technical support to implementing partners to enhance inclusive service provision. The consultant will also support UNFPA Myanmar Country Office to lead the exercise of UN Disability Inclusion Score Card with UN Country Team in Myanmar. The consultant will provide technical support to strengthen and enhance UNFPA partnership with Organizations of Persons with Disability (OPDs).
2. SUPERVISION AND WORKING ARRANGEMENT
The Consultant will report directly to the WGF Programme Manager and coordinating closely with UNFPA WGF team, Disability Inclusion core team, other technical specialists/officers and implementing partners.
3. SCOPE OF WORK AND EXPECTED DELIVERABLES
The Consultant will be responsible for the following duties and in consultation with the WGF Programme Manager, will determine the prioritization of activities:
● Review the existing strategy and identify practical actions for 2021 and 2022
● Support implementation of the WGF Disability Inclusion Strategy working closely with WGF team, programme colleagues and implementing partners
● Work closely with WGF M&E team to set SMART indicators and tools to collect required data for the results framework and for monitoring the implementation of the Strategy
● Facilitate capacity building, learning and coaching of UNFPA Disability Inclusion core team, UNFPA programme staff and implementing partner staff
● Provide technical review and inputs to WGF Disability Inclusion assessment. Based on the assessment findings and action plan, provide technical support to implementing partners to strengthen inclusive service provision.
● Provide technical support as required to strengthen and enhance UNFPA partnership with Organizations of Persons with Disabilities
● Support UNFPA to lead UN Disability Inclusion Score Card exercise and related processes, including drafting the TOR for the UN /DITG
4. DURATION AND WORKING SCHEDULE
The Consultant will be home based and engaged on part-time basis for a total of 80 days between November 2021 and end of June 2022.
5. MONITORING AND PROGRESS CONTROL
The consultant will prepare monthly work plan to be approved by his/her supervisor and submit a monthly progress report by the first week of each month for the previous month.
Terms of Payment
Payment will be made on a monthly basis based on the actual numbers of days worked related to the deliverables as established in the work plan.
6. QUALIFICATIONS AND EXPERIENCE
Education:
● Advanced university degree in social sciences, public health, medicine, sociology, demography, gender, economics, international relations, international development, public administration, management or other related fields.
Knowledge and Experience
● Five years of increasingly responsible relevant professional experience in development work
● Work experience with persons with disabilities and Organizations of Persons with Disability (OPDs) essential
● Proven track record in developing trainings and training materials as well as providing capacity building support in the areas of disability and inclusion
● Work experience in at least one or more areas related to sexual and reproductive health and rights, gender equality, and gender-based violence
● Knowledge of human rights, disability law, health and working with young people
● Ability to demonstrate sensitivity and adaptability to cultural diversity
● Excellent computer literacy (windows environment, MS office applications including Word, Excel and Power-point and Internet skills)
Languages:
● Fluency in English is required.**
